Dispater, Iron Duke of Dis

From the Iron Tower at the heart of Dis, Dispater governs the Second Perdition through law, surveillance, contracts, long calculation and the machinery of infernal administration. He is one of Hell’s great political continuities: ancient, extraordinarily difficult to remove and far more dangerous than his cultivated manners suggest.

Appearance

The Iron Duke

Dispater appears as an exceptionally tall, slender and handsome older man. His presentation is aristocratic rather than bestial: conservative iron-grey and deep-red robes and cloaks, severe saturnine features, a long white moustache and a carefully trimmed goatee.

Two small horns rise from the crown of his head. His pupil-less eyes resemble dark storm clouds in which fire has been banked behind smoke. Most of the time only a suggestion of that flame can be seen; genuine excitement or anger makes his eyes burn a dull infernal red.

Dispater walks with a pronounced limp. Infernal tales disagree over its cause, and some insist that his left foot is cloven. The Iron Duke has never shown any interest in resolving the story for curious observers.

He is rarely without the Iron Staff of Dis and the Rod of Dis. When seated within the Iron Tower, the staff often rests across his lap while the rod remains within effortless reach.

Legendary Resistance (5/Day). If Dispater fails a saving throw, he can choose to succeed instead.

Magic Resistance. Dispater has Advantage on saving throws against spells and other magical effects.

Regeneration. Dispater regains 50 Hit Points at the start of each of his turns if he has at least 1 Hit Point.

Diabolical Empowerment. Dispater uses Intelligence for his spellcasting and the saving throw DCs of his signature supernatural powers. His principal save DC is 34, and his spell attack modifier is +26.

Diabolical Prowess. Dispater’s attacks, spells and supernatural abilities count as epic and magical for overcoming resistance and immunity.

Acedia’s Influence. When a creature of Dispater’s choice starts its turn within 200 feet of him, it must succeed on a DC 34 Wisdom saving throw or become afflicted for 1 minute.

While afflicted, whenever that creature willingly takes the Help action, restores Hit Points to another creature, removes a harmful condition from another creature, or uses an effect whose principal purpose is to protect another creature, it must repeat the save. On a failure, the attempted action is wasted, its Speed becomes 0 and it has the Incapacitated condition until the end of its next turn.

The creature repeats the save at the end of each turn, ending the affliction on a success. A creature that successfully saves against Acedia’s Influence is immune to it for 24 hours.

Aura of Hell. Enemies within 1,400 feet that can perceive Dispater feel the sovereign pressure of the Second Perdition. The first time an enemy starts its turn in the aura, it must succeed on a DC 34 Wisdom saving throw or become Frightened until the end of its next turn. A creature already Frightened by Dispater that fails also has Speed 0 for that duration.

Ferric Affinity. Dispater senses and pinpoints iron and iron-dominant alloys within 15 miles, increasing to 18 miles in Dis. He can perceive through such metal as though it were transparent, and iron does not block his supernatural line of effect.

He can animate or reposition up to 38,400 pounds of unattended iron at one time and can cast Wall of Iron at will.

Infernal Nobility. Dispater possesses Cosmic Rank 15 and functions at Cosmic Rank 18 while exercising the recognised authority of the Lord of the Second within Dis.

While in Dis he cannot be unwillingly banished, teleported or stripped of his territorial authority except by Asmodeus or comparable cosmic authority.

Polished Façade. Magic cannot force Dispater to reveal his actual intentions. Effects attempting to determine whether he is lying or to read his true motives automatically fail unless their source possesses comparable cosmic authority.

Psionic Prescience. Dispater cannot be surprised. He has Advantage on Initiative rolls and on saving throws against effects he can perceive that would incapacitate or restrain him.

Iron Staff of Dis. While holding the staff, Dispater can maintain two Contingency effects simultaneously.

The staff is also attuned through Spell Stowaway to Gate, Heal, Miracle, Time Stop and Wish.

Actions

Multiattack. Dispater makes four attacks using the Iron Staff of Dis or the Rod of Dis in any combination.

Iron Staff of Dis. Melee Attack Roll: +22, reach 10 ft., one target. Hit: 33 (4d10 + 11) Bludgeoning damage plus 36 (8d8) Necrotic damage.

Rod of Dis. Melee Attack Roll: +22, reach 10 ft., one target. Hit: 29 (4d8 + 11) Bludgeoning damage plus 21 (6d6) Force damage.

The target must succeed on a DC 34 Wisdom saving throw or be affected by Dominate Monster as cast by Dispater.

Hell’s Fire (22/Day). Dispater releases a 10-foot-wide, 1,900-foot-long line of whirling iron blades and rust-red infernal fire. Each creature in the line makes a DC 34 Dexterity saving throw, taking 71 (11d12) Fire damage plus 71 (11d12) Necrotic damage on a failure, or half as much on a success.

Perseverating Glance (9/Day per Creature). Dispater targets one creature he can perceive within 1,800 feet. The creature makes a DC 34 Constitution saving throw. On a successful save, it is affected as though by Slow until the end of its next turn.

On a failure, the target falls into compulsive physical repetition for up to 1 minute. On each of its turns it must repeat its most recent meaningful action as closely as possible. If that action cannot be repeated, it expends the closest available resource or wastes the action.

The target repeats the saving throw at the end of each turn, ending the effect on a success. Perseverating Glance is not a gaze attack or a Charmed effect; it directly controls physical behaviour.

Call Devils (9/Day). Dispater calls one Duke of Hell, nine Pit Fiends or eighteen lesser devils. Called devils appear in spaces Dispater can perceive and act immediately after him.

Spellcasting

Dispater casts spells using Intelligence (spell save DC 34, +26 to hit with spell attacks). He requires no material components.

Psionic Mastery

Dispater’s seer powers are not merely another spell list. They represent the translated remnants of his immense psionic mastery in the source creature.

Ego Whip (Recharge 4–6). One creature Dispater can perceive within 120 feet must make a DC 34 Intelligence saving throw. On a failure it takes 55 (10d10) Psychic damage and has Disadvantage on attack rolls and ability checks until the end of its next turn. On a success it takes half damage with no further effect.

Microcosm (1/Day). One creature Dispater can perceive within 120 feet makes a DC 34 Intelligence saving throw. On a failure, its awareness is trapped inside an internally generated psychic reality for 1 minute. It is Incapacitated, has Speed 0 and is unaware of its actual surroundings. It repeats the save at the end of each turn, ending the effect on a success.

Bend Reality (1/Day). Dispater immediately casts one spell of 8th level or lower from his Spellcasting list without expending one of that spell’s normal uses.

Bonus Actions

Temporal Acceleration (3/Day). Dispater takes one additional Action immediately. That action can be used to Attack, Dash, Disengage, use Ego Whip, use Ferric Command or take another non-spell action.

Diabolical Decree (9/Day). Dispater issues an infernal decree to a devil he can perceive within 1 mile. A subordinate devil must use its Reaction to move up to its Speed and make one attack or carry out another immediately possible command.

Within Dis, Dispater may instead grant, suspend or alter a lesser infernal office, title or permission until overturned by superior recognised authority.

Ferric Command. Dispater moves, twists or animates unattended iron within 300 feet, subject to his 38,400-pound Ferric Affinity limit. He may create a temporary barrier, open or close an iron gate, drag an unattended iron object up to 120 feet, or attempt to wrench an iron-dominant weapon from a creature.

The Might of Hell (3/Day). Dispater imposes an Unhallow effect centred on a point he can perceive, extending through a radius of up to 1,560 feet.

Reactions

Precognitive Ward. When Dispater is targeted by an attack he can perceive, he gains a +6 bonus to AC against that attack. If it still hits, the bonus ends after the attack resolves.

Iron Curtain (9/Day). When Dispater is hit by an attack or fails a saving throw, he may raise the Iron Curtain.

Against an attack roll, Dispater makes a Constitution saving throw against the triggering attack result. Against another effect, he repeats the triggering saving throw. On a success, the triggering attack or effect has no effect on him.

Whether or not that save succeeds, Dispater then gains an Iron Curtain with 300 Hit Points. Damage that would be dealt to Dispater is dealt to the Curtain first. If created inside the Iron Tower, it instead has 600 Hit Points. Only one Iron Curtain can exist at a time.

Legendary Actions

Dispater has 5 Legendary Action uses, regaining all expended uses at the start of his turn. He can expend them immediately after another creature’s turn.

Iron Step — 1 Use. Dispater teleports up to 120 feet to an unoccupied space he can perceive.

Infernal Command — 1 Use. One devil within 300 feet uses its Reaction to move up to its Speed or make one attack.

Ferric Seizure — 2 Uses. One creature within 120 feet wearing or carrying substantial iron must succeed on a DC 34 Strength saving throw or become Restrained until the end of its next turn. If it is holding an iron-dominant weapon, Dispater may instead wrench the weapon from its grasp.

Reaving Dispel — 2 Uses. Dispater uses Reaving Dispel against one creature he can perceive.

Hell’s Fire — 3 Uses. Dispater uses Hell’s Fire.

The Iron Tower — Lair Actions

On Initiative count 20, Dispater chooses one of the following effects. The same effect cannot be used on two consecutive rounds.

  • Dimensional Lock. Unauthorised teleportation, planar travel and comparable movement fail inside a selected 120-foot-radius region until the next Initiative count 20.
  • Telekinetic Interference. Up to three enemies holding weapons or spellcasting implements make a DC 34 Strength saving throw. On a failure the held object is torn away and hurled up to 60 feet.
  • Catapsi Field. Until the next Initiative count 20, creatures other than Dispater have Disadvantage on Constitution saves made to maintain Concentration and on checks associated with psionic manifestation.
  • Corrupt Reprisal. One enemy that attacked Dispater since the previous Initiative count 20 makes a DC 34 Dexterity saving throw, taking 66 (12d10) Lightning damage plus 66 (12d10) Necrotic damage on a failure, or half as much on a success.
  • Mass Arrest. Up to six creatures Dispater can perceive must succeed on a DC 34 Wisdom saving throw or become Paralyzed until the next Initiative count 20.
  • Disjunction Pulse. The Tower invokes Mage’s Disjunction against magical effects selected by Dispater within the lair.

Chains of Toil

Dispater can offer supernatural infernal boons that transfer labour and obedience onto bound servants. These are contracts rather than automatic moral effects. A soul is subject to an infernal claim only where the actual bargain pledges or binds it.

The Iron Tower

A constant dimensional anchor effect suppresses unauthorised dimensional and psychoportive travel. Tokens of Dis provide graded access through these wards.

Telekinetic fields contest weapon use and somatic or material spellcasting. Metallic weapons are especially vulnerable. A constant catapsi field disrupts hostile psionics.

The Tower can answer attacks on Dispater with corrupt lightning, mass hold monster pulses and selective mage’s disjunction effects.

Creatures of good alignment within 200 feet must succeed on a Will save DC 64 or become afflicted by Acedia’s Influence. An afflicted creature attempting a good deed must save again or become helpless until it resolves not to perform that action. A successful initial save grants immunity for 24 hours.

Aura of Hell

Dispater’s Aura of Hell extends 1,400 feet. Will DC 64 negates its effects.

Call Devils

Nine times per day as a move-equivalent action, Dispater can call one Duke of Hell, nine pit fiends or eighteen lesser devils.

Chains of Toil

Up to nine times per day Dispater can offer a supernatural contract granting access to powerful domination magic. The client gains the practical advantage of magically bound labour while accepting corresponding infernal debt.

A soul becomes subject to Dispater only where the actual contract pledges or binds it. A fully established compact can require miracle followed by atonement, restitution and destruction or satisfaction of the underlying claim.

Diabolical Authority

Diabolical Decree. Dispater can exercise the formal powers of a Lord of the Nine over lesser devils within his recognised jurisdiction.

As a move action he can perceive through iron and treat creatures beyond it as within line of sight and line of effect. He gains wall of iron as an at-will spell-like ability.

Hell’s Fire

Twenty-two times per day Dispater creates a 10-foot-wide, 1,900-foot-long line dealing 22d12 points of diabolical damage; Reflex DC 64 halves. His Hell’s Fire appears as whirling iron blades carried inside rust-red mist.

Infernal Nobility

Dispater possesses Cosmic Rank 15. Within Dis, and elsewhere where Asmodeus recognises that authority, he functions at Cosmic Rank 18.

Iron Curtain

Nine times per day as a free action Dispater raises the Iron Curtain. He first receives a Fortitude saving throw to negate an incoming attack entirely even when that attack would not normally allow a save. The DC is 10 + one-half the attacker’s Hit Dice + the attacker’s Constitution modifier.

If the save fails, the attack resolves normally. Hit point damage is then applied to the Curtain before Dispater. The Curtain absorbs 300 points of damage, or 600 if first activated inside the Iron Tower.

Might of Hell

Three times per day as a free action Dispater can unhallow an area with a 1,560-foot radius at caster level 76th.

Perseverating Glance

Dispater can target a creature within 1,800 feet no more than nine times per day against the same creature. Fortitude DC 64 resists. A successful save instead slows the target.

On a failed save the target repeats its previous action again and again. The ability directly controls physical behaviour and is neither a gaze attack nor a mind-influencing effect.

Dispater receives a +18 profane bonus to Bluff, Diplomacy and Sense Motive and is immune to magical attempts to discern his genuine intentions.

Dispater can prepare up to eight epic spells each day. Known workings include contingent true resurrection, esoteric aegis, greater epic mage armor, oppress, superb dispelling and tyranny.

The Iron Staff of Dis

The Iron Staff is a plain iron bar functioning as a +6 quarterstaff of defending. It deals 1d8 base damage before size adjustments and has a ×3 critical multiplier.

The Staff grants Spell Stowaway for gate, Heal, miracle, time stop and wish.

Dispater can maintain two contingencies on himself. Spells or spell-like abilities that fail to penetrate his spell resistance can be reflected as though by spell turning.

Iron or iron-alloy weapons that actually penetrate his defences and deal damage must succeed on a Fortitude save DC 64 or rust away. Critical hits and sneak attacks have a 75% chance to be negated while the Staff’s protection applies.

The Rod of Dis

The Rod is a four-foot length of twisted iron bound with links of adamantine chain and crowned by a great ruby surrounded by garnets. It functions as a +6 heavy mace of lawful power with a ×3 critical multiplier.

As an epic instrument of rulership it can influence up to 1,500 creatures within 15 miles, none exceeding 30 Hit Dice. In Dis this increases to 1,800 creatures of up to 36 Hit Dice.

A creature struck directly by the Rod must succeed on a Will save DC 64 or be affected by dominate monster.

The Iron Tower

Inside the Iron Tower, a constant dimensional anchor suppresses unauthorised dimensional and psychoportive travel. Tokens of Dis convey different grades of access.

Telekinetic fields interfere with weapons and with spells requiring material or somatic components. Metallic weapons are especially vulnerable to being torn from their wielders. A constant catapsi effect interferes with hostile psionic activity.

The Tower can retaliate against enemies attacking Dispater, subject intruders to hold monster and periodically invoke mage’s disjunction selectively against targets chosen by the Iron Duke.

Temperament

Polished, Patient, Dangerous

Dispater is suave, sophisticated and relentlessly controlled. He prefers an agreement whose hidden consequences destroy an enemy decades later to a threat shouted across a battlefield.

He rarely needs to lie. Rules, omissions, carefully limited answers, competing jurisdictions and technically accurate language accomplish more for him than simple falsehood.

Contracts, archives, committees, decrees, permits and chains of command are not decoration around his power. They are among his principal weapons.

The Iron Mind

Control Against Change

Dispater fears loss of power and despises uncontrolled change. He may study a problem for years or centuries if that is what he believes necessary to expose every meaningful variable.

This caution can cost opportunities, but once he concludes that action is necessary he moves with startling speed and force. The long hesitation ends; the prepared machinery moves all at once.

Infernal Government

Lord of the Second

Dispater rules Dis as one of the territorial Lords of the Nine. His local authority is immense, but the Second Perdition is not an independent kingdom. Hell is one infernal state divided into nine great jurisdictions, and Dispater ultimately governs beneath Asmodeus.

Dis reflects its ruler. The immense city is filled with fortified districts, ministries, markets, courts, embassies, archives, checkpoints, prisons, military stations, counting houses and lesser offices.

Records watch records. Officials supervise officials. Competing responsibilities make independent power difficult to build.

Souls, Claims and the Second Perdition

Mortals do not arrive in Dis automatically because they were lazy, greedy, unscrupulous or associated with a particular vice. Hell does not operate a universal vice-to-Perdition sorting system.

A soul under Dispater’s jurisdiction may have reached Hell through an infernal contract, recognised claim, allegiance, supernatural binding, capture, inherited obligation or another valid cosmological route.

Prisoners and petitioners in Dis may be subjected to exhausting, repetitive or apparently futile labour. The punishment follows infernal possession; it is not what automatically sends a soul to the Second Perdition.

A Ruler Who Survived the Throne

The Luciferian Order

Dispater already held the Second Perdition during the ancient Luciferian political order. Lucifer was a genuine earlier sovereign of Hell rather than another identity of Asmodeus.

The Asmodean Ascendancy

When Asmodeus replaced the Luciferian regime, Dispater retained Dis and preserved the administrative strength of the Second.

Continuity Through Upheaval

Infernal seats have changed through coups, punishment, revolt, appointment and war. Dispater’s defining political achievement is endurance. Through successive crises he has remained Lord of the Second.

Dispater encourages traffic through Dis because every visitor, transaction, permission and contract creates information.

Rivals and Alliances

His alliances are temporary structures of advantage rather than friendships. His long political history has involved both Mephistopheles and Mammon.

Notable powers associated with Dis include Merorem the Darkwind and Lixer. Dispater prefers servants whose responsibilities overlap enough to make each a check upon the others.

The Name Dis

Roman Dis Pater

In Roman religious and philosophical writing, Dis Pater is an underworld divinity associated with the earth and its hidden riches. Cicero explains the name through Dives, “the rich,” and connects Dis with the idea that things arise from the earth and ultimately return to it.

That association provides an evocative historical parallel for iron, subterranean wealth and possession without making the Roman god and SpiralWorlds Dispater automatically identical.

Caesar and the Gaulish Father Dis

In Gallic War VI.18, Julius Caesar reports that the Gauls regarded themselves as descended from a common Father whom his Roman account identifies as Dis.

The identification should be read cautiously. Caesar is describing Gaulish religion through Roman terminology; his “Dis” does not prove that the communities he describes used the same Roman name or theology.

Dante and the City of Dis

Dante’s Inferno transformed Dis into one of the great architectural images of European underworld literature: a fortified infernal city approached across the Styx and guarded from walls and towers.

Dante’s City of Dis belongs to his literary cosmology. It is relevant to the name and imagery, but it is not a geographical plan of the SpiralWorlds Second Perdition.

Mythic Echo, Not Direct Identity

SpiralWorlds Dispater is not simply the Roman Dis Pater copied into Dante’s Hell. Ancient religion and later literature provide mortal traditions surrounding the name Dis, the underworld, subterranean wealth and the image of an infernal city.

Within SpiralWorlds chronology, Dispater is an ancient devil and infernal ruler with his own political history. Mortal myth can preserve echoes, interpretations and distortions without providing a complete biography of the supernatural being behind them.

Combat Doctrine

The Battle Was Planned Before It Began

Dispater is reluctant to enter uncontrolled combat, but reluctance should not be mistaken for weakness. He prefers negotiation, called devils, prepared defences and superior information.

He enters serious conflict protected by magical and psionic precognition. Enemies dependent upon magic are stripped by Reaving Dispel. Acedia’s Influence attacks behaviour, Ferric Affinity attacks the environment, Perseverating Glance traps enemies in repetition and Hell’s Fire supplies overwhelming direct force.

The Iron Curtain and Iron Staff make direct assault hazardous. Within the Iron Tower, the fortress itself joins the battle.

Invocation

An Audience with the Iron Duke

Dispater is exceptionally difficult to compel into an audience. Infernal grimoires associate him with prepared iron chambers, iron-grey and deep-red hangings, elaborate circles, platinum vessels, rubies, garnets and symbolic demonstrations of repetitive or unproductive labour.

These details express his traditional symbolism rather than one universal summoning formula. The most reliable means of reaching Dispater is through infernal permission, authorised gates, formal embassies, recognised contracts or a ritual deliberately accepted by the Iron Tower.

An audience is normally a negotiation rather than a victory. Dispater is courteous, attentive and often appears helpful. His preferred outcome is that the petitioner leaves believing every important condition was understood.

Adventure Use

Using Dispater

Dispater is most effective when his presence becomes visible before he does. Missing permits, contradictory decrees, transferred debts, falsely reassuring contracts, altered records, mysteriously reassigned troops and officials following incompatible interpretations of the same order can all reveal his hand.

A direct assault should feel like reaching the centre of an enormous state machine. Characters must defeat not merely devils but permissions, surveillance, layered contingencies, transportation controls, hostile architecture and laws designed to make every approach predictable.
