Frigg — Queen of the Æsir, Keeper of Foreknowledge & Fensalir

Frigg, queen of the Æsir and mistress of Fensalir
Frigg, Lady of Fensalir. Queen among the Æsir, keeper of foreknowledge and mother of Baldr.

Frigg is the queenly power at the heart of Asgard: wife of Odin, mother of Baldr, mistress of Fensalir and a goddess who knows the shape of fate while refusing to reveal everything she knows. Her power is protective, political and prophetic—expressed through oaths, hidden knowledge, household sovereignty and the dangerous limits of trying to prevent what has been foretold.

Divine Mechanics

Frigg in Play

Frigg should feel unlike a conventional battle deity. Her encounter power comes from knowing what opponents intend, protecting allies before the blow lands, binding actions through oaths and turning apparent certainty into a different outcome. She can fight, but her most frightening turns are the ones in which the party discovers that she prepared for their plan before they made it.

Divine Traits

Divine Nature. Frigg requires no air, food, drink or sleep. She does not age.

Greater Deity — Divine Rank 17. Frigg’s rank represents divine authority over oath, foreknowledge and protection. Lower-rank effects cannot permanently strip her of those portfolios.

Legendary Resistance (6/Day). If Frigg fails a saving throw, she can choose to succeed instead.

Magic Resistance. Frigg has Advantage on saving throws against spells and magical effects.

She Knows the Fate. Frigg cannot be surprised. She has Advantage on Initiative rolls, attack rolls against creatures that have already acted in the round, and saving throws against effects she can perceive.

Oath-Woven Protection. Allies of Frigg within 60 feet gain Resistance to all damage from the first attack or damaging effect that hits them each round. This protection does not apply against a source that Frigg has explicitly exempted from the oath or against a deity of equal or greater rank.

Keeper of Unspoken Things. Frigg is immune to magic that would compel her to reveal information. Creatures of lower divine rank cannot read her thoughts unless she permits it.

Threefold Foresight. Frigg can take up to three Reactions per round, but no more than one per turn. She regains all expended Reactions at the start of her turn. Her additional Reactions can be used only for I Knew This Would Come.

Divine Immortality. Reducing Frigg to 0 Hit Points defeats her present body but does not permanently destroy her without a valid divine-death condition.

Divine Spellcasting

Frigg casts spells using Wisdom (spell save DC 35, +27 to hit with spell attacks). She requires no Material components.

At Will: any Cleric or Frigg-granted spell of 5th level or lower.
3/Day Each: any Cleric or Frigg-granted spell of 6th–8th level.
1/Day Each: any Cleric or Frigg-granted spell of 9th level.

Actions

Multiattack. Frigg makes three Thread of Fate attacks, or two Thread of Fate attacks and uses Binding Oath.

Thread of Fate. Ranged Spell Attack: +27 to hit, range 240 ft., one target. Hit: 45 (10d8) Radiant damage plus 36 (8d8) Psychic damage. Until the start of Frigg’s next turn, the target cannot gain Advantage on d20 Tests.

Binding Oath. One creature Frigg can see within 120 feet makes a DC 35 Charisma saving throw. On a failure, Frigg names one prohibition: attack a named creature, knowingly speak a lie, leave a named area, or cast a spell of a named school. Until the end of Frigg’s next turn, the creature can violate the prohibition only by first taking 66 (12d10) Psychic damage. A creature of divine rank equal to or greater than Frigg is immune.

The Queen’s Command (Recharge 5–6). Each hostile creature of Frigg’s choice within 90 feet makes a DC 35 Wisdom saving throw. On a failure, it takes 88 (16d10) Psychic damage and is Charmed by Frigg until the end of its next turn; while Charmed this way, its Speed is 0 and it cannot take Reactions. On a success, it takes half damage only.

Hawk-Plumage. Frigg transforms into a divine falcon or returns to her normal form. In falcon form she is Tiny, has a flying speed of 180 feet, can pass through spaces as narrow as 1 foot without squeezing, and retains all statistics, spellcasting and telepathy. She cannot make Thread of Fate attacks in this form.

Reaction

I Knew This Would Come. When a creature Frigg can see within 120 feet makes a d20 Test, Frigg can force it to reroll after seeing the result but before the outcome is resolved. The creature must use the new roll. Frigg can use this Reaction three times per round, but no more than once per triggering creature’s turn.

Legendary Actions — 4 Uses

  • Foreseen Step. Frigg moves up to half her Speed without provoking Opportunity Attacks.
  • Thread of Fate. Frigg makes one Thread of Fate attack.
  • Protect the Named (Costs 2 Uses). One ally within 120 feet gains 50 Temporary Hit Points and immediately ends Charmed or Frightened on itself.
  • Close the Path (Costs 2 Uses). Frigg chooses a point within 120 feet. Until the end of her next turn, teleportation and planar travel into or out of a 30-foot-radius sphere centred there fail unless created by Frigg or a deity of equal or greater rank.
  • Already Foreseen (Costs 3 Uses). Frigg chooses one creature she can see. Until the end of the creature’s next turn, it has Disadvantage on attack rolls and saving throws against Frigg and her allies.

Divine Realm Actions — Fensalir

  • Mist of the Fen-Halls. Silver mist fills a 60-foot-radius sphere Frigg can see. Allies inside are Heavily Obscured from enemies but can see normally through the mist.
  • Fulla Opens the Coffer. Frigg or one ally she can perceive regains 75 Hit Points and one expended use of a feature that normally recharges on a Short Rest.
  • Hlín Interposes. Until initiative count 20 on the next round, the first time each ally in Fensalir would be reduced to 0 Hit Points, it drops to 1 Hit Point instead.

Bind by Oath (Su). As a standard action, Frigg targets one creature within 120 feet; Will DC 48 negates. On a failure, she names one prohibited action. The target may violate the oath, but doing so deals 20d6 divine damage and leaves it staggered for 1 round.

Fate Reversal (Su). Three times per round as an immediate action, Frigg forces a creature within 120 feet to reroll a d20 after the result is known. A creature can be affected only once per turn.

Hawk-Plumage (Su). Frigg may assume the form of a Tiny divine falcon as a swift action, gaining fly 180 ft. (perfect) while retaining spellcasting and supernatural abilities.

Already Foreseen (Su). By expending one use of mythic power, Frigg forces one creature within 120 feet to take the worse result of two rolls on attacks and saves until the end of its next turn.

Campaign Present

What Is Frigg Doing Now?

Frigg rules through information, promises and carefully chosen interventions rather than spectacle. From Fensalir she receives reports carried by Gná, trusts secrets to Fulla, and sends Hlín where protection matters more than vengeance.

Baldr’s death remains the wound around which much of her policy turns. Frigg knows more of Ragnarök than she says, and she refuses to let grief make her careless a second time. She watches every oath concerning Hel, mistletoe, Loki’s children and the return of the dead with exceptional attention.

She also acts as a stabilising force inside Asgard. Odin may disappear into Midgard in pursuit of knowledge; Thor may ride toward the first thunder of a giant attack. Frigg’s power is continuity: maintaining alliances, households, messengers, sacred promises and the structures that allow the Æsir to remain a society rather than merely a collection of formidable beings.

The Goddess Who Knows but Does Not Tell

One of the clearest statements about Frigg in the surviving tradition is that she knows fate yet does not speak it. That makes her prophecy fundamentally different from an oracle who exists to answer questions. Frigg’s knowledge creates responsibility, restraint and terrible uncertainty. She may know that something is coming without revealing whether preventing it would make the outcome worse.

The death of Baldr gives this theme its sharpest form. After Baldr’s ominous dreams, Frigg takes promises from fire, water, metals, stones, earth, trees, sicknesses, beasts, birds, venom and serpents that they will not harm him. Mistletoe is left outside the oath. Loki discovers the exception and turns it into the instrument of Baldr’s death.

For play, Frigg’s magic should therefore work through precise protections with precise boundaries. Her wards are extraordinarily powerful, but the wording of an oath matters. Clever characters do not beat her by finding a generic dispel check; they discover the one thing not covered, the promise that conflicts with another promise, or the price of asking Frigg to alter a fate she already understands.

Fensalir & the Queen’s Household

Fensalir is Frigg’s named dwelling in Asgard. The surviving texts do not give a floorplan or a detailed cult manual, leaving room for the divine estate to be developed without pretending later invention is ancient evidence.

Here Fensalir is a complex of mist-veiled halls, private courts, oath rooms, guest chambers and pools that reflect more than the present moment. It is a place for counsel rather than spectacle. Weapons are permitted, but violence committed under hospitality is treated as an attack on Frigg’s authority itself.

Fulla keeps Frigg’s confidences and treasures. Gná carries messages between worlds. Hlín protects those whom Frigg chooses to save. Their roles make Frigg’s court a functioning network of secrecy, communication and defence.

Living Worship

Frigg’s cult is strongest wherever marriage, inheritance, household continuity, family alliances and protection carry public consequences. Queens, household heads, midwives, counsellors, judges of domestic disputes, seers and people entering binding unions all have reasons to invoke her.

The older sources securely establish Frigg as Odin’s wife, Baldr’s mother, mistress of Fensalir and a goddess of foreknowledge. Broader associations with spinning, household keys, marriage and motherhood are especially prominent in later northern tradition and scholarship. In the campaign present those traditions have become living cult practice without being confused with direct Eddic testimony.

Offerings

Fine linen, keys, sealed written promises, bread shared by households, protective charms and completed acts of reconciliation are common gifts.

Signs of Favour

A knot untangles without breaking, mist parts around one safe road, a lost key is found beneath clean cloth, or a warning dream arrives before an oath is sworn.

Signs of Warning

Thread repeatedly snaps, doors will not latch, promises echo in another person’s voice, or mist gathers inside a sealed room.

Priestly Duty

Protect the integrity of households and sworn bonds, preserve confidences, identify coercive promises, and distinguish a difficult truth from a truth that would cause greater harm if spoken carelessly.

Frigg Is Not Freyja

Frigg and Freyja overlap in later interpretation, and scholars have long discussed whether the two figures share deeper Germanic roots. In the surviving Norse texts, however, they are distinct goddesses with different households, relationships and mythic roles. Frigg is Odin’s wife and Baldr’s mother, associated with Fensalir and foreknowledge; Freyja is a Vanir goddess, daughter of Njörðr, sister of Freyr, possessor of Brísingamen and mistress of Fólkvangr.

The campaign keeps that distinction. Similarities create theological debate among mortals; they do not collapse two divine persons into one.

Adventure Pressure

The Missing Oath

A ward modelled on Frigg’s protection of Baldr is failing. Every known threat was named in the ritual, yet something is still crossing the boundary. The omitted category is politically explosive.

Gná Never Arrived

One of Frigg’s messages fails to reach Midgard. The problem is not that Gná was defeated; someone has created a place the messenger cannot perceive as a destination.

Fulla’s Sealed Coffer

A coffer entrusted to Fulla appears in a mortal hall with no explanation. Everyone who touches it dreams of Baldr, but opening it may violate the very oath keeping its contents safe.

The Future Frigg Refuses

A ruler receives proof that Frigg knows how a war ends and demands an answer. The goddess refuses. The adventure begins when the ruler decides that silence itself is proof of betrayal.

Sources & Licensing

The strongest Eddic anchors for Frigg are her identification as Odin’s wife, Baldr’s mother, Lady of the Æsir and mistress of Fensalir; the tradition that she knows fate without speaking it; and the story in which she secures oaths from almost all things not to harm Baldr.
