There are tyrants, and then there is Torquemada—a name whispered in taverns, etched in condemned cell walls, and spat from the mouths of the dying. Once a mortal monk, Torquemada clawed his way from obscurity through sheer fanaticism, rising to become the High Inquisitor of the Holy Office, an order forged not in the name of justice, but purity.

He is said to have been chosen by the Gods themselves—or so he claims—to cleanse the world of heresy and deviation. In time, his mortal frame was remade through divine rituals and blood pacts. He is no longer merely a man, but an avatar of judgment, clad in black iron and divine fire, walking among mortals to test their faith through terror.

To this day, heretics claim he cannot be killed by blade or spell. When slain, his ashes are gathered, sanctified, and reborn in secret catacombs beneath a new tribunal. Whether he is one man or a succession of them is a matter of dispute—what cannot be denied is that wherever the Inquisition rises, Torquemada stands at its helm.


Legends and Role in History

  • The Ashborn Prophecy: It is believed that Torquemada cannot truly die until the last nonbeliever is purged from the world.
  • The Sambenito Trials: Survivors speak of black-robed inquisitors branding heretics with serpents and demons—ritual sigils said to mark souls for divine dissection after death.
  • The Siege of Hammerdeep: He led the fall of the Dwarven freehold of Hammerdeep, converting the forge-god’s altar into a pyre where hundreds of captives were burned.

Personality and Motivation

Torquemada is utterly devoted to order, obedience, and purity as dictated by the state religion. He sees himself not as a villain, but as a necessary flame—burning the unworthy so that the righteous may thrive.

He feels neither hatred nor joy in cruelty; he considers it sacred labor. He is calm, terrifyingly polite, and treats every conversation as a sermon. But beneath his composure lies a volcanic certainty: anyone may be a heretic—and all heresy must burn.

He does not merely punish sin—he erases doubt.


Appearance

Torquemada appears as a gaunt, steel-eyed man wrapped in black and crimson ecclesiastical robes, stitched with arcane symbols and sigils. His iron mask, etched with a perpetual grimace, hides a face burned in ritual purification. A flaming halo floats behind his head—neither divine nor illusory, but an elemental expression of his faith.

His voice sounds like smoke over parchment, calm but absolute. His hands are wrapped in chains, both symbolic and literal—unchained only to deliver punishment.

He carries the Rod of Contrition, a golden flanged mace inscribed with the names of saints and martyrs, capable of shattering bones and extinguishing magic.


Torquemada’s Racial Worldview

Elves (likely in Western/Northern Europe – forests of France, Germany, Scandinavia)

  • View: Elves are distrusted for their long lives, aloof nature, and pagan mysticism. Their reverence for nature spirits and fey courts makes them “immortal heretics.”
  • Policy: Surveillance and forced conversion. Elven enclaves are often burned or annexed for “spiritual cleansing.”
  • Quote: “They live too long to fear the gods—so we must teach them fear.”

High Elves (possibly centered in Byzantium or isolated enclaves in Italy or Anatolia)

  • View: Dangerous scholars and arcane manipulators; seen as arrogant and heretical due to their magical superiority and sun cults.
  • Policy: Viewed as enemies of the faith—magic users especially are suspect of sorcery, blasphemy, and political subversion.

Wood Elves (Eastern forests, Balkan wildlands)

  • View: Primitive idolaters and animists. Torquemada sees them as godless forest spirits who corrupt humanity.
  • Policy: Minimal effort for conversion—more often driven off or exterminated as beasts.

Dwarves (in Iberian mountains, Alps, and underground across Europe)

  • View: Economically powerful but spiritually corrupt. Their craftsmanship and underground kingdoms are seen as hoarding wealth and ancient, false gods.

  • View: Martial, disciplined, and heretical. Torquemada sees hobgoblins as a militarized enemy culture devoted to a rival faith (your analogue to Islam).
  • Policy: Total religious war. He considers them the greatest threat to Olympian dominance. No tolerance—only conquest or exile.

Orcs (Central Asia / Steppe / possibly parts of North Africa)

  • View: Brutish heathens, prone to violence and disorder. Considered irredeemable by many inquisitors.
  • Policy: Slaughter, containment, or conscription as shock troops under human command (if “tamed” by conversion).
  • Twist: Some radical humanist factions oppose this, arguing orcs can be saved—Torquemada despises them as heretic sympathizers.

Tieflings (scattered minorities, often city-dwellers or secret enclaves)

  • View: Abominations, literally marked by infernal heritage. To Torquemada, they are walking proof of divine corruption.
  • Policy: Immediate arrest, interrogation, and execution or exile. Tieflings are used as scapegoats for plagues, crop failures, and political unrest.
  • Quote: “Their very blood is blasphemy.”

Gnomes (Netherlands, Low Countries, isolated inventors in Europe)

  • View: Distrusted for meddling with arcane and mechanical knowledge. Some inquisitors consider gnomes charming curiosities—Torquemada sees them as dangerously irreverent.
  • Policy: Watched carefully. Tolerated only under strict oaths of loyalty and religious conformity. Secret guilds are often raided.

Dragonborn (possibly in Asia, deep south, or ancient ruins of Babylon)

  • View: Viewed as remnants of draconic heresies—divine pretenders from fallen empires.

Drow / Dark Elves (Underdark / caves beneath the Alps, Balkans, or Anatolia)

  • View: Literal enemies of the light, creatures of darkness and seduction. Said to worship demon queens or twisted mirror gods.
  • Policy: Death on sight or interrogation for infernal secrets. Used as justification for deeper underground crusades.

  • View: Seen as spiritual and moral impurities—living contradictions.
  • Policy: Often spared if loyal to the Inquisition, but under constant suspicion. Many are forced into military or labor service.

Inquisitorial Doctrine

“One realm. One king. One god. One truth.” – the motto of the Holy Office under Torquemada.

The Pantheon is state-sanctioned, and any deviation—whether elven moon worship, dwarven forge rituals, hobgoblin lunar faiths, or orcish shamanism—is deemed heresy. The Inquisition exists to purify the realm not only of disbelief—but of difference.

Aura of Suppression (30 ft. radius)

Arcane casters and non-humans within 30 feet have disadvantage on saving throws against fear. They also cannot regain hit points through magical means.

Marks one creature Torquemada can see within 60 ft. Until the end of his next turn, all attack rolls against the creature have advantage and the creature cannot benefit from invisibility or illusions.


Reactions

Writ of Judgment (1/day)

When a creature within 30 ft. casts a spell, Torquemada may force them to make a DC 19 Wisdom saving throw. On a failure, the spell fails, and the caster takes 14 (4d6) radiant damage.
If the spell targeted Torquemada, he gains resistance to its damage type until the end of his next turn.


Legendary Actions

Torquemada can take 3 legendary actions, choosing from the options below. Only one legendary action may be used at a time, and only at the end of another creature’s turn. He regains spent actions at the start of his turn.

  • Inquisitorial Glare. One creature within 30 ft. must succeed on a DC 17 Wisdom saving throw or become frightened until the end of its next turn.
  • Cast a Cantrip. Torquemada casts one of his cantrips.
  • Suppress Magic (Costs 2 actions). Torquemada targets a magical effect within 60 ft. He ends a spell of 4th level or lower, as though using Dispel Magic.

Lair Actions (if encountered in a tribunal, cathedral, or inquisitorial sanctum)

On initiative count 20 (losing ties), Torquemada can use one of the following effects:

  • Chains of Guilt. Spectral chains erupt in a 20-ft. radius. Each enemy must succeed on a DC 17 Strength saving throw or be restrained until the start of their next turn.
  • Voice of the Inquisition. A Zone of Truth fills a 15-ft. radius centered on Torquemada for 1 minute. Allies are unaffected.

Appearance

A gaunt, fire-eyed man in black and crimson vestments adorned with infernal and celestial script. His tall black capirote and iron mask bear the marks of ritual purification. Torquemada radiates dread, wielding his Rod of Contrition with unwavering judgment and theological cruelty. His presence feels like divine law given flesh—and flame.


Tomas de Torquemada

Tomás de Torquemada, is the Inquisitor of Spain and confessor to Isabella I of Castile. Notorious for his zealous campaign against the dwarves and other non-believers in Spain. He was one of the chief supporters of the Decree, which resulted in the mass expulsion of dwarves from Spain.

Thousands of people have been burned at the stake by the Spanish Inquisition. His name has become synonymous with the Inquisition’ horror, religious bigotry, and cruel fanaticism.

Biography

Tomás de Torquemada entered his local monastery at a very young age.Earned a solid reputation for the triple virtues of learning, piety, and austerity. As a result, he was chosen to be a prior. During this time, Torquemada met the young Princess Isabella I and the two immediately established good relations. Torquemada served as her regular confessor and personal advisor. He was present at her coronation, and remains her closest ally and supporter. He advised her to marry King Ferdinand of Aragon in order to consolidate their kingdoms and form a power base that he could draw upon for his own purposes.

Tomás de Torquemad’s concern towards the Spanish dwarves grew as he perceived them gaining increasing influence on the economic domination of Spain; he firmly believes that dwarves and other non-humans are undermining the Sovereigns’ power and, even more important, the Olympian Religion. King Ferdinand and Queen Isabella agreed, and so implored the Pope to grant heir request for an inquisition in Spain. The pope having granted their request, the Holy Office was established.

Grand Inquisitor

In the fifteen years since being named Grand Inquisitor of all Spain the inquisition has grown from the single tribunal at Seville to a network
of two dozen tribunals at Sevilla, Jaén, Córdoba, Ciudad Real, and, Zaragoza.

Tomás quest is to rid Spain of all heresy. Dwarves who converted to Hellenic Relgions, but continued practicing their religion in secret fell prey to his fanatical hunt for heretics. Torquemada urged all followers of Hellenic Gods to spy on the dwarves. Torquemada was described as “the hammer of heretics, the light of Spain, the saviour of his country, the honour of his order”.

Tomás promulgated articles for the guidance of inquisitors, whose competence was extended to include not only crimes of heresy and apostasy, but also sorcery, sodomy, polygamy, blasphemy, usury, and other offenses; torture was authorized in order to obtain evidence. Known for an extreme devotion to his cause, and loyalty to his patrons, King Ferdinand and Queen Isabella, Torquemada heads an organization of ecclesiastical courts which imprisons, tortures, and burn’s suspected nonbelievers at the stake.

Torquemada’ s implacable hostility to the dwarves probably exercised an influence on the decision of Ferdinand and Isabella to expel from their dominions all dwarves who had not embraced the Olympian  Religions. Under the Decree, more than 40,000 dwarves have left Spain.

Accusations of excess regarding the Spanish Inquisition are common, affirming that, many true and faithful are because of the testimony of enemies, rivals, slaves and other low people -without tests of any kind, have been locked up in secular prisons, tortured and condemned like relapsed heretics, deprived of their goods and properties, and given over to the secular arm to be executed.

Tomás shows no mercy to those who refused to repent. Many people are thrown into prison and remain there until death. Many others are either publicly beheaded or burned at the stake. Those condemned to death are forced to wear a sambenito, a black cloak with designs of demons, dragons and snakes engraved on it.

Everyone is accountable to the Inquisition forced conversions by large numbers, takes place with significant government pressure.

Anyone who speaks against the Inquisition will fall under suspicion.

In his private life, Torquemada seems to be pious and austere, but his official career as an inquisitor has marked by a harsh intransigence, which nevertheless was generally supported by public opinion, at least in the early years. Eventually, Torquemada has garnered so much hatred that he travels with a bodyguard of 50 mounted guards and 250 armed men.

Torquemada has received +5 inherent bonuses to his Strength and Constitution scores.

Devotee of Darkness: Once per day, Torquemada can call upon the aid of Belial, granting him a +3 profane bonus to any one roll. Against chaotic or good foes, Torquemada gains a +1 profane bonus to Armor Class, and once per day can gain a +2 profane bonus on saving throws against a spell with the chaotic or good descriptor. He also gains Spell Resistance 24 against chaotic and good spells and spell-like abilities.

Whenever dealing with a higher-ranking servant of Belial (or the Lord of Pain and Suffering himself), Torquemada takes a -2 penalty on attacks, checks, and other rolls, a -3 penalty to Armor Class, and a -6 penalty to saving throws. In addition, no Spell Resistance Torquemada obtains is ever effective against such creatures.

Embracement of Pain (Ex): Torquemada receives a boon against effects that should harm or incapacitate him, as he is filled with passion rather than pain. This translates into a +2 bonus to all saves against fear and pain effects; furthermore, such spells are only half as effective and last only half as long even if he fails his save against them.

Masochist (Ex): Torquemada receives intense pleasure when harmed or otherwise damaged. Any time Torquemada suffers five or more points of damage from one attack, he receives a +1 bonus to attacks, initiative, saving throws, and skill checks; the DCs to his dominator specific special abilities likewise receive a +1 bonus.

These bonuses remain for one round. Furthermore, Torquemada is not susceptible to death by massive damage and does not fall unconscious upon reaching 0 or fewer hit points; however, he automatically dies when he reaches -10 hit points. Torquemada may deliver this damage to himself if he so desires.

Presence of Pain (Su): Torquemada can cause all within five feet of him to suffer from intense pain. They must succeed on a Will save (DC 28) or fall under the effects of fear (caster level 24th).

Presence of Passion (Su): Torquemada can cause those he’s harmed to seek to please him in order to avoid further torture. 4/day, he may cast charm person (caster level 24th) on any being that has sustained more than 10 points of damage from one of his melee attacks.

The Will save DC is 28 + 1 for every 5 points of damage beyond 10; all forms of damage stack for the purposes of determining the modifier. Due to the nature of the presence of passion, the victim affected by this power does not receive a bonus to the initial saving throw. They will do almost anything to avoid more pain, and suffer a -2 penalty to all Charisma checks when asked by Torquemada to perform a deed against their nature.

The victim will even obey suicidal orders, in order to avoid future reprisals, but such a victim receives another Will save to overcome the effects. Once the presence of passion wears off, the victim will perceive Torquemada in a very hostile light. Alak may not charm more than 5 people at any one time.

Punishment (Ex): Torquemada excels in further harming those already writhing in pain. Any creature he has strike in melee or with a Whip within the last four rounds, or any creature under the influence of his presence of pain ability, suffers an additional +4d6 points of damage from Torquemada’s subsequent melee attacks. Torquemada can select whether this extra damage is lethal or nonlethal in nature. Creatures immune to critical hits are immune to punishment.

Revelation of Pain (Su): 2/day, as a standard action, Torquemada may cast symbol of pain (caster level 24th). This symbol of pain takes 1 action to cast and lasts for 70 minutes. Those under the effects of revelation of pain also suffer -4 penalties to saving throws and Charisma checks against any of Torquemada’s subsequent attacks or spells.

Suffer (Su): Torquemada has reached the pinnacle of his power as a slave of Belial. He has complete immunity to fear or pain effects. When engaged in melee combat, those who successfully harm him find that half of the damage they cause is dealt to them in turn at the end of their action.

Finally, Torquemada may attempt, as a standard action, to cast dominate person (caster level 24th) on anyone that he has successfully harmed in melee combat; this must be done within 4 rounds of actually dealing the damage. The Will save DC is 28 +1 for every 10 points of damage Torquemada dealt in a single attack. He may attempt to attempt up to 4 victims per day, and may have up to 10 dominated slaves at any one time. Those released from Torquemada’s power hate him with a passion, perceiving him in a very hostile manner.

Soul of Fire (Su): 4/day, Torquemada may transmit scalding heat through any successful melee or Whip attack, dealing 2d10 points of fire damage and ignoring the first 10 points of fire resistance each round. Torquemada has fire resistance 10, and may attempt to use any fire-based magic item as if he had a +35 modifier to Use Magic Device.

True Torturer (Ex): Alak receives a +4 bonus to all checks related to torturing victims as described in the Book of Vile Darkness.
