Portunus is the Roman god of harbours and port access, later strongly associated with keys and gateways. His name belongs to the Tiber port and Portunalia, making him a god of practical passage rather than a duplicate of Janus.

Divine Mechanics

Campaign Divine Tier 28 describes Portunus’s setting-scale power. The 5.5e rules-facing form is an original epic extension at CR 32 with PB +9.

Traits

Legendary Resistance (5/Day). If Portunus fails a saving throw, he can choose to succeed instead.

Harbour Master. Portunus always knows whether a visible ship, gate or dock is safely passable under current mundane conditions.

Keyholder. Mundane locks within 30 feet cannot be opened or closed against Portunus’s will.

Divine Spellcasting

Portunus has access to every spell granted by the deity’s portfolio domains in the edition being used: Water · Trade · Travel · Protection. Those spells are always prepared or available to the deity.

Actions

Multiattack. Portunus makes three Key-Spear attacks.

Key-Spear. Attack: +18 to hit, reach 10 ft. Hit: 25 (3d10 + 9) piercing plus 14 (4d6) force damage.

Open the Port (Recharge 5–6). Portunus creates a 60-foot-wide corridor of safe passage for 1 minute. Allies moving through it ignore Difficult Terrain and Opportunity Attacks; enemies entering it make a DC 26 Charisma save or have Speed reduced to 0 for the turn.

Bonus Actions

Turn the Key. Portunus opens or seals one nonartifact door, gate, hatch or lock within 120 feet.

Reactions

Close the Harbour. When a hostile creature within 60 feet teleports or crosses a doorway, Portunus may force a DC 26 Charisma save; on a failure the movement ends at the threshold.

Legendary Actions

  • Move. Move up to half Speed.
  • Divine Strike. Make one Key-Spear attack.
  • Safe Berth (Costs 2). One ally or vehicle within 60 feet cannot be forcibly moved until the end of Portunus’s next turn.

Portunus in Roman Religion

Portunalia was celebrated on 17 August in honour of Portunus, god of harbours. Ancient testimony places his temple at the Tiber harbour.

The later key association fits a god whose power is about access and controlled passage. Janus governs beginnings and thresholds in a broader cosmic sense; Portunus is more practical and infrastructural.

What Is Portunus Doing Right Now?

River commerce, fortified ports and customs houses make Portunus increasingly important. A closed gate or blocked quay can starve a city as effectively as a siege.

He becomes active when officials weaponise access—locking food outside a city, trapping ships in unsafe water or claiming a public landing as private property.

Worship in the Campaign Present

Harbour workers, boatmen, warehouse keepers, customs officials and gatekeepers maintain Portunus rites.

Keys offered to him are often symbolic rather than literal: the important question is who controls passage and under what terms.

Domains, Spells and Divine Gifts

Portunus’s clergy favour Travel, Water, Protection and Order themes. Suitable spells include Arcane Lock, Knock, Water Walk, Freedom of Movement, Control Water and Forbiddance.

Gift: Safe Harbour

The devotee can judge whether a visible berth or landing is physically safe for a vessel of known size.

Gift: Keeper’s Key

Once per long rest, the devotee can open or lock one mundane lock without tools.

The Tiber Key

It opens any mundane harbour gate whose lawful keeper willingly surrendered authority to its bearer.

The Mooring Ring

A vessel tied to it cannot be moved by ordinary wind or current.

Janus governs the threshold as a cosmic principle; Mercury movement and trade; Neptune the water through which ships travel. Portunus governs the practical opening that makes passage possible.

Every vessel touching one quay is pushed back into the river by invisible force.

Divine Estate and Regional Effects

Where Portunus’s presence is strong, a major sanctuary can project the following effects across roughly six miles. A small shrine normally manifests only one effect in a smaller area. Unless another divine power contests them, the effects fade over 1d10 days after the sanctuary is abandoned or desecrated.

Harbour Mouths Warn

Changes in tide, current and submerged debris produce visible patterns before they become dangerous to incoming vessels.

Keys Fit True Locks

A legitimate key used on the lock it was made for cannot be jammed by ordinary corrosion or sabotage while the harbour remains under Portunus’s protection.

Cargo Finds Its Berth

Properly documented goods are unusually hard to misroute inside the protected port; deliberate diversion leaves obvious discrepancies in manifests and warehouse marks.
