Isabella of Portugal — Duchess of Burgundy

Isabella of Portugal, Duchess of Burgundy, at her court
Isabella of Portugal, mistress of the Burgundian court and a formidable negotiator.

Three petitions lie before Isabella. One asks her to protect a Flemish guild that defied her husband. Another bears the seal of a Luxembourg claimant. The third asks for safe passage through lands whose countess refuses Burgundy’s authority. She cannot grant all three without making an enemy, but she has spent a lifetime ensuring enemies need her as much as friends do.

Isabella of Portugal, wife of Philip the Good, has governed in his absence, directed embassies and protected the interests of her son Charles. She prefers a negotiated obligation to a battlefield victory. A promise spoken before witnesses can last longer than an army.

Traits

Courtly Presence. Allies within 30 feet who can see or hear Isabella have advantage on saving throws against being charmed or frightened.

Diplomatic Genius. Isabella has expertise in Persuasion, Deception and Insight; this is included in the skill bonuses above. Her persuasive words cannot compel an unwilling creature without a specified magical feature.

Master of Intrigue (3/Day). When a creature Isabella can see within 30 feet makes an ability check, she can use her Reaction to add or subtract 3 from the roll, before its outcome is determined.

Actions

Diplomatic Strike (3/Day). One creature within 30 feet that can hear and understand Isabella must succeed on a DC 16 Wisdom saving throw or be Charmed or Frightened (Isabella’s choice) until the end of its next turn. This is a magical effect, not an automatic consequence of ordinary speech.

Courtly Command. Up to two allies within 30 feet who can hear Isabella may each use their Reaction to move up to half their Speed without provoking opportunity attacks.

Bonus Actions

Call for the Guard (1/Day, within her court). Isabella summons two available household guards. They arrive at the start of her next turn if a passage to the chamber remains open; use appropriate guard statistics.

Reactions

Political Counter (3/Day). When an ally Isabella can see within 30 feet fails a saving throw against a charm or fear effect, Isabella grants a +3 bonus to that roll, potentially making it a success.

What Is Isabella Doing Right Now?

Isabella is protecting her son’s place in the succession while quietly moderating the demands Philip’s officers place on his cities. Ghent’s defeat at Gavere has left families needing redress and ministers seeking punishment; she wants the cloth workshops productive without weakening the duke’s authority. She has demanded an audit of certain confiscations, knowing that a single forged warrant could unravel months of diplomacy.

She also receives envoys from Luxembourg, whose rival heirs dispute the legality of Philip’s occupation, and from the Free County of Burgundy, where Countess Adeline remains in effective power. A petitioner who asks Isabella to ignore one of these disputes is asking her to sacrifice influence elsewhere.

Encounters with the Duchess

Audience at the Account Table

The duchess requires the party to lay three contradictory seals before her. She asks who benefits from each, not which one looks oldest. If they accuse an officer without proof, she orders a quiet investigation; if they bring witnesses, she may supply safe-conduct and a trusted clerk.

The Guarded Embassy

Her delegation must cross land held by nobles who have received contradictory letters from Philip and Adeline. Isabella would rather arrive late than turn a disputed road into another war. The party may negotiate passage, obtain witnesses, or uncover the forgery.

Personality and Conduct

Isabella listens without interruption, notes exactly what a visitor has promised and remembers who tried to speak for someone else. She is courteous in public, demanding in private and disinclined to offer an empty reassurance. A useful truth earns her attention; theatrical flattery wastes it. She does not excuse a subordinate’s cruelty simply because their loyalty is convenient, but she will require evidence before she moves against an established officer.

Relationships and Politics

Philip the Good. Her husband and principal ally; they share the interests of their dynasty but differ on the cost of coercion. Charles. Her son and the future of the house; an attack on his legitimacy becomes her highest priority. The Flemish guilds. Resentful after Gavere, yet essential to Burgundy’s wealth. The Luxembourg claimants. Possible negotiating partners whose grievances could destabilise a strategic duchy. Countess Adeline. Ruler of the Free County; Isabella prefers an enforceable accord to a futile threat.

Adventure Hooks

  • Two Charters, One Province. Isabella needs an impartial witness to verify rival Luxembourg inheritance documents.
  • The Price of Gavere. Guild elders offer to identify an embezzling tax officer in return for protection from arrest.
  • The Unsent Letter. A courier to Adeline never left Bruges, though the court insists the message was delivered.
  • The False Regency Seal. A decree from one of Isabella’s past regencies appears in a modern arrest warrant, with a different signature.

Equipment and Patronage

Isabella’s greatest resources are seal-bearing couriers, learned scribes, trustworthy household guards and patrons throughout the Burgundian courts. Her enchanted signet and protective court attire explain her game abilities; they do not make every ordinary meeting a magical confrontation. A party that serves her well may receive a lawful commission, letters of passage or access to a guarded archive.
