Myev Stone-Eye — Orc Khan of Kazan

Middle Volga · Night-Worg Clan · Orc Khan · Rival Standards
When Myev Stone-Eye calls for the standards, the first thing she counts is who is missing. Her authority over Kazan does not rest on a single raid: it rests on oath witnesses, guarded river crossings and the ability to hold quarrelling orc clans to bargains they would rather forget. She is the recognised khan, but her rule is contested at every ferry, granary and muster ground.
Across the city, Azgar issues rival orders to his red-banner hobgoblins. From the lower Volga, the Great Horde insists it has a claim upon Kazan’s loyalty. Myev answers neither with simple surrender. The river must remain open, the clans must be paid, and war must wait until its purpose is worth its price.

Authority, Allegiances and Household
Alignment. Lawful Neutral in this campaign portrayal: a stern, pragmatic ruler who takes witnessed law seriously but demands harsh tribute when she believes it necessary.
Authority. The Khanate of Kazan, sworn Scar-Chiefs, Night-Worg kin, clan oath-keepers, river wardens, boar-keepers and hostages whose safe treatment makes agreements possible.
Languages. Orc and regional Volga trade tongues, with interpreters for foreign embassies and goblinoid communities.
Faith. First-Scar ancestor rites and the old obligations of the Night-Worg Clan; not the same cult as Maglubiyet’s followers among Azgar’s warbands.
Allies. Loyal Scar-Chiefs, Night-Worg outriders, First-Scar Seers, ferry wardens, river merchants and local people whose livelihoods depend on predictable law.
Rivals. Azgar the Hobgoblin Pretender, impatient orc chiefs, border raiders and envoys attempting to bind her realm to Krusk Ash-Standard’s Great Horde.
Other editions. Pathfinder 1e and D&D 3.5e use custom CR 10 fighter-based NPC conversions; their equipment and abilities are independent from the fifth-edition versions.
Game Mechanics
Choose a single rules tab for play. These are original Myev conversions in the site’s familiar monster-format presentation. Her guards, clan seers, worgs and dire-boar riders are separate creatures, never free summons or automatically included in her CR. The optional court effects are usable only while she controls her own fortified hall. The published CRs are starting values for GM playtesting, not a promise of identical difficulty across editions.

Night-Worg Resolve. Myev has Advantage on saves to avoid or end the Frightened condition. Once per encounter, one ally within 10 feet who can hear her gains Advantage on its next such save.
Scar-Law Witness (1/Turn). When Myev hits a creature she has audibly accused of breaking a specific oath within the last minute, the hit deals an extra 9 (2d8) Slashing damage. The accusation has no compulsory effect on the target and may be disputed.
Last Standard (1/Day). If Myev drops to 0 HP without being killed outright, she drops to 1 HP instead.
Actions
Multiattack. Myev makes three Iron-Tusk Longsword or War Spear attacks.
Iron-Tusk Longsword. Melee Attack Roll: +10, reach 5 ft. Hit: 10 (1d8 + 6) Slashing damage. The sword is a +1 magic weapon.
War Spear. Melee or Ranged Attack Roll: +9, reach 5 ft. or range 20/60 ft. Hit: 8 (1d6 + 5) Piercing damage.
Khan’s Rebuke (Recharge 5–6). A creature Myev can see within 30 feet that can hear her makes a DC 15 Wisdom saving throw. Failure: 14 (4d6) Psychic damage and Frightened until the end of its next turn. Success: half damage and not Frightened.
Bonus Actions
Call the Standard (3/Day). One willing ally within 60 feet that hears Myev can use its Reaction to move up to half its Speed without provoking Opportunity Attacks and make one weapon attack. The ally must already be present and able to react.
Reaction
Shield of the Khan. When a visible attack hits Myev, she adds 3 to her AC against that attack, possibly causing it to miss. She must be carrying her shield.
Legendary Actions (2/Round)
At the end of another creature’s turn, Myev spends her legendary actions, regaining both at the start of her turn. Step of the Khan (1): move 15 feet without provoking Opportunity Attacks. Clan’s Warning (1): a willing ally within 30 feet who hears her may repeat a save against Frightened. Iron-Tusk Strike (2): make one Longsword attack.
Optional Khan’s Court Actions
On initiative count 20 (losing ties), while conscious in her own hall, Myev may direct one effect: Bar a Gate: existing guards bar an available door; Witness the Oath: a willing creature gains Advantage on its next Insight check before the next round; Raise the Standard: an existing ally within 30 feet stands from Prone without spending movement. No effect may repeat on consecutive rounds. These original optional effects do not summon guards or change her printed CR.

What Is Myev Doing Right Now?
The Winter Muster
Myev has summoned the Scar-Chiefs and their war standards to Kazan to explain missing tribute. One absent leader’s heir may be Azgar’s hostage—or may have defected willingly. She needs a witness before she can make an accusation without shattering her own law.
The Neutral Market
Her offer to Sarai for a neutral river market has vanished in transit. The missing letter may be enough to start a border war if Krusk believes she refused his couriers. Myev offers safe-conduct and a modest reward to anyone who can recover the genuine sealed proposal.
The Red-Banner Granaries
Azgar’s disciplined quarter can withstand a siege longer than Myev’s captains would like. She allows food to pass because starving a town threatens her own legitimacy, yet every shipment keeps his army active. Each caravan raises an argument at the court.
Night-Worg Scouts Go Missing
Three scouts have failed to return from the wooded Kama approaches. Their signals have been duplicated by strangers. Myev fears someone is drawing her outriders away before a coup.
Appearance, Personality and Relationships
Myev is a weather-worn female orc war leader with old scars and a fixed, difficult gaze. Her epithet Stone-Eye reflects her unwillingness to look away from a disputed oath, not an established loss of sight. She wears practical lamellar armour bearing the Night-Worg Clan’s fastenings, keeps her weapons maintained and allows others to display gold on ceremonial days.
Ideal. An oath must bind the powerful as firmly as those beneath them. Bond. The Night-Worg standard must endure after her death. Flaw. Her idea of a just settlement may still demand hostages and blood-debts. Fear. If the clans call restraint weakness, they may replace her without Azgar ever needing to storm the walls.
Azgar. A formidable adversary whose grain accounts and standing troops Myev respects. She refuses to recognise his rival khanate seals. Zogar. His appetite for a sudden assault could destroy what both leaders hope to inherit. Krog. His magical oath-bargains have no authority over her witnessed clan law. Krusk. The Great Horde ruler whose prestige cannot be ignored but whose superiority she does not accept without terms.
How to Run Myev in an Encounter
First Audience
Visitors surrender weapons at the outer door and give their names to an oath-keeper. Myev sits behind a small table holding written receipts and stone oath tokens, not a mountain of treasure. She asks what was promised, who heard the bargain and who will answer if the promise fails.
Negotiation
She can grant safe passage, a river pilot, an impartial hearing, the release of an eligible hostage or support against highway raiders. She demands guarantees, evidence and occasionally a favour she can call on later. A party that can prove one of her own captains lied earns more respect than flattering her.
Battle and Surrender
Myev defends gates and civilians while personally confronting an accuser. Her clan abilities support existing allies; they do not magically conjure or command independent minds. She can halt battle if the adventurers bring credible evidence that an oath was misjudged. She does not fight to the death for ceremony alone.
Encounter guidance. Start with Myev alone; add separately calculated orc warriors, clan seers, worg scouts or dire-boar riders according to location and player level. For court scenes, treat armed escorts and possible third-party mediation as visible choices, not an unavoidable boss fight.
Adventure Hooks
The Missing Standard
Clue. A Night-Worg banner arrives without its bearer. Conflict. Rival chiefs claim the courier deserted. Choice. Recover the witness or reveal who intercepted him. Consequence. The winter muster either unites or fractures.
Two Seals at the River
Clue. Ferry captains hold contradictory warrants from Myev and Azgar. Conflict. Paying one authority makes the other call them traitors. Choice. Broker joint safe-conduct, prove forgery or find an open channel. Consequence. The winner controls money for the next campaign.
The Hostage Heir
Clue. An orc hostage has inherited command of her absent clan. Conflict. The clan claims Myev imprisons its lawful leader. Choice. Arrange an oath hearing, prisoner exchange or perilous escort. Consequence. Either resolution alters the khan’s legitimacy.
A Letter to Sarai
Clue. Myev’s missing market offer surfaces in a trader’s chest. Conflict. The Great Horde has been told its terms were insulting. Choice. Carry the genuine letter to Sarai or identify the thief. Consequence. A trade pact may avert a border war.
Equipment and Courtly Household
Myev carries a serviceable sword, a scarred shield, river-gate keys, the Khan’s seal and a bundle of witnessed oaths. Her magic equipment varies by edition as listed in the tabs. Her retinue includes a shield bearer, two clan witnesses, a ferry warden and rotating guards. Night-Worg hunters and Gore-Riders patrol outside the walls and must be treated as separate characters if encountered.
History of Her Claim
The Night-Worg Clan belongs to the orc war-hosts that followed Mhurak Stone-Blood’s Great Muster westward. When that imperial order fractured, local khans inherited fortresses, hostages and trading roads. Myev rules a land already occupied by long-established Volga peoples, including Tatar, Chuvash, Mari and Udmurt communities. Her ability to maintain trade matters as much as her ability to call warriors.
The broader orc imperial inheritance remains divided. Krusk claims precedence at the lower Volga; Myev preserves autonomy at Kazan. Azgar hopes to replace personal clan obligations with a regimented military state. Their conflict can become civil war, a negotiated dual system or something the adventurers themselves alter.

The Night-Worg Clan, Myev’s rule of Kazan and the succession struggle are established in the linked regional entries. Her dialogue, adventures, stat blocks, abilities and encounter rules are original campaign conversions, not purported historical facts or official published NPCs. Artwork note. Myev’s new square portrait depicts the orc khan in armour before Kazan. The iron-tusk crest alongside At a Glance belongs to the whole khanate; Myev’s personal Night-Worg standard is yet to be created.
