Victoria is the Roman goddess of victory and triumph. She concerns herself with the moment a contest is truly won, the public meaning attached to that victory and the dangerous temptation to confuse success with justice.
Divine Mechanics
Victoria is presented as a true deity. The 5.5e and Pathfinder statistics are deliberate epic campaign extensions, so CR and ability scores are not capped at ordinary published monster limits.

Actions
Multiattack. Victoria makes three Palm of Triumph attacks.
Palm of Triumph. Melee or Ranged Spell Attack: +22 to hit, reach 10 ft. or range 120 ft., one target. Hit: 34 (4d10 + 12) radiant plus 22 (4d10) force damage.
Crown the Victor (Recharge 5–6). Up to three allies within 90 feet gain 40 Temporary Hit Points, may move up to half their Speed without provoking Opportunity Attacks, and have Advantage on their next attack roll or saving throw before the end of their next turn.
Reaction
Turn the Defeat. When an ally within 60 feet misses an attack or fails a saving throw, Victoria can grant a reroll. The creature must use the new result.
Legendary Actions
Victoria can take 3 Legendary Actions per round.
- Move. Move up to half Speed without provoking Opportunity Attacks.
- Palm of Triumph. Make one Palm of Triumph attack.
- Portfolio Intervention (Costs 2). Use one non-damaging portfolio ability, domain spell of 5th level or lower, or protective effect without expending a normal action.

Victoria in Roman Religion
Victoria personifies success in conflict and competition, especially public and military victory. Her cult and imagery belong to Roman ideas of triumph, imperial success and the visible celebration of conquest. A temple of Victoria stood on the Palatine, giving the goddess a firmly Roman civic setting.
What Is Victoria Doing Right Now?
Victoria is drawn to contests whose result will reshape the world around them. She does not promise that the morally deserving side will win. Instead she makes victory itself a divine force—and asks what the winner will do once the cheering stops.
Her omens appear as unexplained laurel, wing-shaped shadows, standards that refuse to fall and the sudden conviction that one final effort can decide a battle.
Worship in the Campaign Present
Victoria is honoured by armies, captains, athletes, civic champions and rulers who want success publicly recognised. Her cult distinguishes victory from mere survival: somebody must have prevailed, and the consequences of that victory must now be faced.
Laurel, palms, standards and recorded names of the victorious dominate her rites. Priests are wary of commanders who keep fighting after the objective has already been won, because triumph that cannot end becomes a different kind of danger.

Divine Estate and Regional Effects
Where Victoria’s presence is strong, a major sanctuary can project these effects across roughly six miles. A household or neighbourhood cult manifests them on a much smaller scale. Unless another divine power contests them, they fade over 1d10 days after the sanctuary is abandoned or desecrated.
Standards Refuse to Fall
A legitimate battle standard or civic victory emblem cannot be knocked down by ordinary wind or accidental impact while its defenders remain in the field.
The Last Effort Matters
A creature defending an achievable objective while below half its Hit Points gains Advantage on its first save against Frightened each round.
False Triumph Tastes Bitter
Claims of victory based on deliberate fraud or staged evidence cause celebratory wine, incense or laurel used in the rite to turn noticeably bitter or blackened.
