Fortuna — Roman Goddess of Fortune, Chance and Changing Condition

Ancient Roman image of Fortuna, goddess of fortune, chance and changing condition
Fortuna is not one simple kind of luck. Roman worship gives her many titles because fortune can be public or private, favourable or dangerous, inherited or suddenly reversed.

Fortuna is the Roman goddess of fortune and the changing condition of human life. Her many Roman cult titles—Publica, Primigenia, Muliebris, Redux, Fors Fortuna and others—show a goddess whose power is too broad to reduce to “good luck.”

Traits

Legendary Resistance (5/Day). If Fortuna fails a saving throw, she can choose to succeed instead.

Turn of Fortune. Once per round, after a creature within 60 feet rolls a d20, Fortuna may force that die to be rerolled. The new result must be used.

No Permanent Favour. A creature cannot benefit from Fortuna’s positive reroll effects more than once per round.

Divine Spellcasting

Fortuna has access to every spell granted by the deity’s portfolio domains in the edition being used: Luck · Destiny · Travel · Community. Those spells are always prepared or available to the deity.

Actions

Multiattack. Fortuna makes three Rudder Staff attacks.

Rudder Staff. Attack: +21 to hit, reach 10 ft. Hit: 29 (4d8 + 11) bludgeoning plus 18 (4d8) force damage.

Wheel Turns (Recharge 5–6). Up to six creatures within 90 feet make a DC 29 Charisma save. On a failure, an enemy has Disadvantage on all d20 Tests until the end of its next turn; chosen allies instead gain Advantage on all d20 Tests for the same duration.

Bonus Actions

Fortunate Opening. One ally within 60 feet may immediately move 15 feet or draw/use one nonmagical item without provoking Opportunity Attacks.

  • Divine Strike. Make one Rudder Staff attack.
  • Reverse the Fall (Costs 2). One creature within 60 feet that failed a saving throw since the end of Fortuna’s last turn may reroll it.

Divine Estate

Regional Effects

Where Fortuna’s presence is strong, a major sanctuary can project the following effects across roughly six miles. A small shrine normally manifests only one effect in a smaller area. Unless another divine power contests them, the effects fade over 1d10 days after the sanctuary is abandoned or desecrated.

Lots Speak Clearly

Random lots, dice and drawn tokens used in a sincere public decision cannot be secretly weighted without obvious irregularity.

The Wheel Turns

A creature that has suffered three meaningful misfortunes in succession gains Advantage on its next check made to escape the consequences rather than exploit them.

Fortune Leaves Signs

Sudden reversals are preceded by small omens—spinning coins, broken wheel-spokes or birds turning in unison—that attentive characters can notice.

Fortuna in Roman Religion

Rome had many Fortunas. Public Fortune, Private Fortune, Fortuna Primigenia, Fortuna Muliebris, Fortuna Redux and Fors Fortuna all show communities naming the particular kind of uncertainty or success they wanted the goddess to govern.

This variety is not evidence for a confused cult. It is evidence that Romans treated fortune as something with many social scales: a person’s luck, a city’s success, a ruler’s return, a woman’s protection or the unpredictable outcome of a single day.

What Is Fortuna Doing Right Now?

Merchants, dynasts, generals and gamblers all claim Fortune when they succeed. Fortuna is more interested in what they do after the turn.

She becomes active around sudden reversals: ships arriving after being declared lost, heirs surviving impossible accidents, cities rescued by weather and fortunes collapsing because one overlooked person makes one unexpected choice.

Worship in the Campaign Present

Fortuna’s cult is fragmented by title and purpose. A merchant’s private shrine, a city’s Fortuna Publica and a river festival of Fors Fortuna may share the goddess without sharing much ritual.

Her priests distrust anyone who promises certainty in her name. Fortuna can favour; she does not sign permanent contracts with success.

Domains, Spells and Divine Gifts

Fortuna’s clergy favour Luck, Travel, Protection and Knowledge themes. Suitable spells include Bless, Guidance, Aid, Augury, Freedom of Movement, Divination, Greater Restoration and Foresight.

Gift: Second Chance

Once per long rest, the devotee may reroll one failed ability check or saving throw and must use the new result.

Gift: Read the Turn

The devotee can tell when a supposedly random game or drawing of lots is physically rigged.

Divine Items

Artifacts and Relics

The Rudder of Redux

Major Divine Artifact · Wondrous Item (ritual rudder)

Attunement: Required by a creature with a place or people it genuinely considers home.

5.5e

Redux. The Rudder continually indicates the direction of the safest currently viable route toward the attuned bearer’s home. It chooses safety over speed and cannot guarantee a route exists.

Turn of Fortune (3/Day). When you or an ally within 30 feet fails an ability check or saving throw made during travel, you can use your Reaction to reroll it; the second result stands.

Bring Them Home (1/Week). After 10 minutes studying the Rudder, up to six willing creatures gain knowledge equivalent to Find the Path toward the bearer’s home for 8 hours.

Pathfinder 1e

Major Artifact · CL 20th. Continually indicates safest viable route home. 3/day: reroll a failed travel-related check or saving throw; 1/week: find the path for up to six willing creatures toward the attuned bearer’s home.

D&D 3.5e

Major Artifact · CL 20th. Continually indicates safest viable route home. 3/day: reroll a failed travel-related check or save; 1/week: find the path for up to six willing creatures.

Destroying the Rudder

The Rudder can be destroyed only when its bearer reaches a safe road home, knowingly abandons it for a more dangerous road solely to profit from another traveler’s misfortune, and then breaks the Rudder while still able to turn back.

The Primigenian Lots

Lesser Divine Relic · Wondrous Item (oracle lots)

One Question. Once per dawn, a creature may ask the Lots one question about a decision it has not yet made. The cast returns a brief favourable, unfavourable or uncertain omen. The same creature asking materially the same question again receives blank lots until the underlying circumstances genuinely change.

Relationships

Abundantia represents plenty once it exists; Fortuna the uncertain turn that produces it. Victoria governs victory after struggle; Salus public safety; Jupiter lawful authority. Fortuna can strengthen or upset all of them.
