Tuoni — Lord of Tuonela & Keeper of the Dead

Tuoni rules Tuonela, the dark country beyond the black river. He is not death as a random accident, nor a wandering reaper hunting mortals before their time. He is the sovereign power of the place to which the dead are carried, the keeper of its boundaries and the authority whose secrets the living are not meant to steal.

Who Is Tuoni?
Tuoni is the ruler behind the name Tuonela: the land of the dead that living heroes enter only at terrible risk. The old songs do not need him to stalk battlefields with a scythe. His power is more absolute than that. Once a traveller crosses the black river and comes under the law of his realm, the simple fact of being alive no longer guarantees a road home.
That distinction matters. Tuoni does not decide every mortal death, and he is not a universal judge weighing souls against a moral code. He governs the dead because they have reached his country. His authority is territorial, ancient and difficult to evade. A hero can defy a monster; escaping Tuonela means defying the structure of death itself.
Väinämöinen is the most famous living intruder. He comes seeking missing words of power and discovers exactly why the boundary exists: knowledge held in Tuonela is not freely surrendered to the living.

Traits
Divine Rank 8. Tuoni is a lesser deity. His divine attacks count as artifact-level magic. Mortal magic cannot permanently banish, imprison or transform him unless it explicitly functions against deities or is empowered by an artifact or comparable divine force.
Legendary Resistance (4/Day). If Tuoni fails a saving throw, he can choose to succeed instead.
Magic Resistance. Tuoni has Advantage on saving throws against spells and magical effects.
Lord of Tuonela. Within Tuonela, Tuoni knows whenever a living creature crosses the black river, opens a planar passage, restores a dead creature to life, or attempts to remove a soul from the realm.
The Dead Do Not Flee. Undead and disembodied souls within 120 feet of Tuoni cannot willingly teleport or travel to another plane unless Tuoni permits it. A deity, artifact bearer or creature of CR 25 or higher can ignore this trait with a successful DC 26 Charisma saving throw.
Uncalled Living. A living creature that starts its turn within 60 feet of Tuoni while in Tuonela must succeed on a DC 26 Wisdom saving throw or have its Speed halved and be unable to regain hit points until the start of its next turn. A creature that succeeds is immune to this trait for 24 hours.
Divine Spellcasting
Tuoni uses Charisma for divine spellcasting: spell save DC 26, +18 to hit with spell attacks. He requires no material components.

Actions
Multiattack. Tuoni makes three Iron Staff attacks, or two Iron Staff attacks and uses Seal the Passage.
Iron Staff. Melee Weapon Attack: +17 to hit, reach 10 ft., one target. Hit: 41 (3d10 + 8 bludgeoning plus 3d10 necrotic) damage. A creature reduced to 0 hit points by this attack cannot be restored to life until the next dawn unless Tuoni permits it or a deity or artifact overrides the restriction.
Black River’s Claim (Recharge 5–6). Tuoni chooses a point he can see within 120 feet. Spectral black water floods a 30-foot-radius sphere centred there. Creatures of Tuoni’s choice make a DC 26 Constitution saving throw, taking 88 (16d10) necrotic damage on a failure or half on a success. On a failed save the creature is also Restrained until the end of its next turn.
Seal the Passage. One creature or portal Tuoni can see within 120 feet is marked until the end of Tuoni’s next turn. A marked creature cannot teleport or travel between planes. A marked portal closes and cannot reopen. An artifact or deity can contest the seal with a DC 26 spellcasting-ability check.
Bonus Action
Step Between Graves. Tuoni teleports up to 60 feet to an unoccupied space he can see that is in dim light, darkness or within 10 feet of a corpse, grave, tomb or funerary marker.
Reaction
Refuse the Living. When a living creature Tuoni can see within 120 feet regains hit points or is restored from 0 hit points, Tuoni can force it to make a DC 26 Charisma saving throw. On a failure, the healing is reduced by 35 (10d6), to a minimum of 0.
Legendary Actions
Tuoni can take 4 Legendary Actions, choosing from the options below, at the end of another creature’s turn.
- Grave Step — 1 Action. Tuoni uses Step Between Graves.
- Iron Staff — 1 Action. Tuoni makes one Iron Staff attack.
- Cold of Tuonela — 2 Actions. Each enemy within 30 feet must succeed on a DC 26 Constitution saving throw or take 27 (6d8) cold damage and lose its Reaction until the start of its next turn.
- Close the Gate — 3 Actions. Tuoni uses Seal the Passage and may also end one conjuration, summoning or teleportation effect within 120 feet.
Mythic Trait — The Gate Remains Shut
Once per encounter, if Tuoni is reduced to 0 hit points while in Tuonela, he instead ends all conditions affecting him, regains 300 hit points and causes every open extradimensional passage within 300 feet to close. Living enemies in that area must succeed on a DC 26 Wisdom saving throw or become Frightened until the end of their next turn.

Black River’s Claim (Su). Every 1d4 rounds, Tuoni may flood a 30-foot-radius area within 120 feet with spectral water. Living creatures take 20d6 negative energy damage, Reflex DC 35 half. A creature that fails is entangled for 1 round. The save is Charisma-based.
Deathly Decree (Su). Three times per day, Tuoni may name one living creature within 120 feet. The target must succeed at a DC 35 Will save or be affected as destruction. Success leaves the creature shaken for 1 round.
Seal the Passage (Su). As an immediate action, Tuoni may counter a teleportation or planar-travel effect within 120 feet as if using greater dispel magic with a +30 caster-level check. In Tuonela, he instead succeeds automatically against non-artifact effects.
Lord of Tuonela (Ex). Within his realm Tuoni cannot be surprised, knows when a living creature crosses the black river, and automatically senses the creation of extradimensional passages within 1 mile.

Divine Powers
Portfolio Sense. Tuoni senses events involving mass death, the desecration of the dead or deliberate breaches into Tuonela within 8 miles, and greater events much farther away as appropriate to divine rank.
Salient Divine Abilities. Alter Reality, Divine Blast, Divine Shield, Know Death, Life and Death, Power of Truth, Remote Communication, See Magic.
Spell-Like Abilities. At will—animate dead, darkness, death ward, deeper darkness, dimensional anchor, dispel magic, greater teleport, speak with dead; 3/day—destruction, dimensional lock, forbiddance, plane shift; 1/day—gate, imprisonment, wail of the banshee. Caster level 28th; save DC 20 + spell level.
Black River’s Claim (Su). Once every 1d4 rounds, Tuoni fills a 30-foot-radius area within 120 feet with the cold water of Tuonela. Living creatures take 20d6 negative energy damage; Reflex DC 33 half. Creatures that fail are entangled for 1 round.
Seal the Passage (Su). Tuoni may counter any teleportation or planar travel effect within 120 feet as an immediate action, using a +28 dispel check. In Tuonela, non-divine planar travel fails automatically unless he permits it.
Domains
Death, Darkness, Repose and Grave. Tuoni’s clerics favour magic that protects burial places, speaks with the dead, bars planar travel and prevents the restless dead from crossing back into the living world without cause.

What Is Tuoni Doing Now?
Something is testing the boundary of Tuonela from both sides. The dead are not rising as a single army; the signs are subtler and more dangerous. Ferries arrive carrying souls whose deaths have not yet happened. Burial songs are being heard before the bodies exist. In Karelia, a hunter followed a familiar path into the forest and returned with river-mud from a place no living map records.
Tuoni has not opened the gates. He is closing them.
That creates a problem for mortals who genuinely need passage. A hero seeking an ancestor, a healer pursuing stolen life, or a community trying to recover a soul taken before its proper death may discover that Tuoni’s refusal is not cruelty. He is preventing something deeper in the underworld from learning the road back.
Rites of Death & Boundary
Worship of Tuoni
Tuoni is approached with caution rather than affection. The living do not invite the ruler of Tuonela into a household celebration. They acknowledge his authority at the edges of death: burial, mourning, dangerous illness, dreams of the dead and journeys from which a traveller may not return.
His priests and spirit-speakers maintain the difference between honouring the dead and summoning them carelessly. Their work is practical. They close graves properly, identify hauntings, carry messages that should not be trusted to uncontrolled spirits and know when a family must stop calling a dead name back into the house.
Offerings are modest and final: dark bread, beer left untouched, iron objects laid beside a boundary stone, or water poured where no one drinks it afterward. The point is not to purchase immortality. It is to recognise that the road has an owner.
Relationships
Tuonetar. Tuonetar rules the household and hospitality of Tuonela beside Tuoni. The old songs give her an active voice when living intruders arrive, making her far more than a silent consort.
Loviatar. Loviatar belongs to the darker network of suffering, disease and destructive forces associated with the underworld. Tuoni does not need to command every affliction for her work to increase the traffic toward his realm.
Kiputytto and Vammatar. Pain, poison and wounds stand close to death without being identical to it. Tuoni receives what comes at the end; these powers govern some of the roads that lead there.
Väinämöinen. The eternal singer’s descent into Tuonela proves that wisdom can cross the boundary, but also that the dead do not surrender their secrets simply because a living hero asks.
Domain Spells & Divine Gifts
Suggested 5.5e domain spells: 1st—bane, protection from evil and good; 2nd—gentle repose, silence; 3rd—speak with dead, spirit guardians; 4th—death ward, divination; 5th—dispel evil and good, geas; 6th—forbiddance, true seeing; 7th—plane shift, symbol; 8th—antimagic field, maze; 9th—gate, power word kill.
Divine gift — The Closed Door. A devotee charged with protecting the dead gains advantage on checks and saving throws made to resist possession, forced planar travel or effects that would animate a corpse against its former will.
Divine Relic — The Gate-Staff of Tuoni
An iron-shod blackwood staff carried by Tuoni when he walks the riverbank. The staff does not command death; it commands passage. When planted against a threshold, bridge, grave entrance or planar gate, it can forbid crossing until the condition named by its bearer is satisfied.
In mortal hands the relic is far less absolute. Once per long rest it can cast dimensional lock or its nearest edition equivalent upon a doorway, portal or 20-foot-radius area. A creature carrying the staff can also cast speak with dead once per long rest, but every use leaves black river-water beading on the staff until dawn.

Adventure Hooks
- The Funeral Before the Death. A village hears mourning songs for a woman who is still alive. Tuoni’s priests insist the song came from the far bank.
- The Empty Ferry. A Tuonela ferry reaches the mortal shore with no boatman and no passengers, but wet footprints lead inland.
- Three Missing Words. A spell, oath or royal treaty cannot be completed because its final words are known only among the dead.
- The Gate That Will Not Open. Resurrection magic works everywhere except one valley. The dead there have been deliberately sealed inside Tuonela.
- The Wrong Corpse. A body is buried under the correct name, but the soul that answers from it belongs to someone else.
Runic Tradition
Tuoni in Finnish Myth
Older English translations use both Tuoni and Mana for the ruler of the underworld, with Tuonela and Manala for the land itself. The naming shifts between translations, but the underlying pattern is clear: Tuoni belongs to the country of the dead and to the boundary that separates it from the living world.
In the sixteenth runo of the Kalevala tradition, Väinämöinen crosses the river into Tuonela while still alive in search of missing words. He is warned that many come to the realm and few return. Tuonetar receives him, and the powers of Tuonela attempt to prevent his escape. The story makes the underworld dangerous not because every inhabitant attacks on sight, but because leaving is the extraordinary act.
Later summaries sometimes simplify Tuoni into a generic god of death or imagine him as a scythe-bearing executioner. His stronger identity is the ruler and keeper of the underworld itself.
