Cybele is the same Great Mother worshipped in Anatolia, the Hellenic world and Rome, but her Roman cult has its own public history. Rome formally received Magna Mater from Pessinus during the Second Punic War; the Palatine temple, Megalensia and ritual life around her sacred stone created a distinctly Roman cult setting without inventing a second goddess.

Lion-Throned. Beasts chosen by Cybele within 120 feet are immune to Frightened and can understand her telepathically.

Cybele has access to every spell granted by the deity’s portfolio domains in the edition being used: Earth · Fertility · Animal · Community. Those spells are always prepared or available to the deity.
Actions
Multiattack. Cybele makes three Mountain Sceptre attacks.
Mountain Sceptre. Attack: +21 to hit, reach 15 ft. Hit: 31 (4d10 + 9) bludgeoning plus 22 (4d10) radiant damage.
Drums of the Great Mother (Recharge 5–6). A 60-foot-radius pulse of sacred rhythm forces enemies to make a DC 29 Wisdom save, taking 66 (12d10) thunder and psychic damage and becoming Frightened until the end of their next turn on a failure. Chosen allies may immediately move up to half Speed and end Frightened.
Bonus Actions
Lion’s Guard. One ally within 60 feet gains +2 AC and 20 Temporary Hit Points until the start of Cybele’s next turn.
Reactions
Mother’s Refusal. When an ally within 60 feet would be forcibly moved or knocked Prone, Cybele prevents that movement or condition.

- Divine Strike. Make one Mountain Sceptre attack.
- Stone from Pessinus (Costs 2). One 20-foot-radius area within 90 feet becomes sacred ground until the end of Cybele’s next turn; allies there have Advantage on saving throws.

Regional Effects
Where Cybele’s presence is strong, a major sanctuary can project the following effects across roughly six miles. A small shrine normally manifests only one effect in a smaller area. Unless another divine power contests them, the effects fade over 1d10 days after the sanctuary is abandoned or desecrated.
Mountains Answer
Rockfalls and tremors give audible warning before striking roads or sanctuaries under Cybele’s protection.
Wild Beasts Yield Passage
Lions and other large predators do not attack peaceful pilgrims unless provoked, starving or controlled by stronger magic.
Drums Carry Far
Ritual percussion can be heard clearly across valleys and crowded streets, allowing processions and emergency gatherings to coordinate over great distance.
Cybele in Roman Religion
Rome formally brought the Great Mother’s sacred image from Pessinus in 204 BCE during the Second Punic War. Her Palatine temple was dedicated in 191 BCE and became a major public centre of Magna Mater worship.
The cult retained conspicuously eastern features while becoming deeply Roman. The sacred black stone, Megalensian games and annual washing of the goddess’s sacred object in the Almo show a cult that could be foreign in origin and nevertheless central to Roman public religion.
What Is Cybele Doing Right Now?
Roman political power has fractured, but the Great Mother is older than the empire that adopted her. Her Roman cult now competes with Phrygian memory, local mountain traditions and rulers who want the prestige of Magna Mater without accepting the unsettling parts of her worship.
She becomes active wherever a state claims ownership of a goddess whose cult clearly remembers coming from somewhere else.
Worship in the Campaign Present
Roman Magna Mater communities preserve processions, drums, lions and the memory of the Palatine sanctuary. Some priestly customs remain controversial even among devotees, producing internal factions rather than one uniform cult.
Phrygian pilgrims insist that Rome received the goddess but never possessed her. Roman priests answer that adoption created a real civic relationship. Both are correct enough to argue for centuries.
Domains, Spells and Divine Gifts
Cybele’s clergy favour Nature, Protection, Life and Strength themes. Suitable spells include Animal Friendship, Aid, Protection from Evil and Good, Plant Growth, Freedom of Movement, Commune with Nature, Heal and Earthquake.
Gift: Lion-Heart
Once per long rest, the devotee may end Frightened on themselves and one ally within 30 feet.
Gift: Mountain Memory
The devotee can tell whether a sacred object has been carried far from the place where its cult first recognised it as holy.
Artifacts and Relics
The Black Stone of the Mother
Major Divine Artifact · Wondrous Item (sacred stone)
Attunement: None. No mortal can own the Stone in the ordinary sense.
The Black Stone recognises custody, pilgrimage and guardianship, but rejects exclusive claims that reduce Magna Mater to private property.

No Private Mother. A creature that declares exclusive ownership of the Stone must succeed on a DC 22 Strength save or the Stone’s weight becomes effectively infinite for that creature for 24 hours.
Processional Blessing. While the Stone is being carried in a genuine public procession, willing participants within 60 feet have Advantage on saves against Frightened and Exhaustion caused by travel.
Mountain Mother (1/Day). For 1 hour, the Stone and its bearers cannot be forcibly moved by mundane wind, current or creatures smaller than Huge unless the bearers consent.
Pathfinder 1e
Major Artifact · CL 20th. A creature claiming exclusive ownership must succeed on DC 25 Fortitude save or be unable to lift or move the Stone for 24 hours. During genuine procession, participants within 60 feet gain +4 morale bonus against fear and fatigue.
D&D 3.5e
Major Artifact · CL 20th. Exclusive ownership claims make the Stone immovable to the claimant for 24 hours unless a DC 25 Fortitude save succeeds. Genuine processional participants gain +4 morale bonus against fear and fatigue.
Destroying the Black Stone
The Stone can be destroyed only if every recognised cult community that shares its guardianship freely agrees to surrender all claim to it at once, leaving no mortal custodian to carry it forward.
The Drum of the Megalensia

When played as part of a genuine Magna Mater procession, its rhythm can be heard through ordinary walls and up to 1 mile away by anyone who has previously taken part in such a procession. The sound cannot be used to locate an unwilling listener precisely.
