Bartholomew Henry “Bart” Allen is a fictional superhero in the DC Comics Universe. A speedster, he first appeared under the alias Impulse and later became the second Kid Flash and the fourth Flash. Created by Mark Waid and Mike Wieringo, Bart first made a cameo in The Flash #91 in 1994 before his full debut in issue #92. 

He has since been featured as the lead character in Impulse (1995–2002) and The Flash: The Fastest Man Alive (2006–2007). Bart also appears in the series Young Justice and Teen Titans as a member of both superhero teams. In addition to the Teen Titans and Young Justice, Bart was a core character in 10 issues of Justice League of America under the mantle of the Flash.

As first conceived by writers, Bart was born in the 30th century to Meloni Thawne and Don Allen and is part of a complex family tree of superheroes and supervillains. His father, Don, is one of the Tornado Twins and his paternal grandfather is Barry Allen, the second Flash. His paternal grandmother, Iris West Allen, is also the adoptive aunt of the third Flash, Wally West (Bart’s first cousin once removed). Additionally, Bart is the first cousin of XS, a Legionnaire and daughter of Dawn Allen.

On his mother’s side, he is a descendant of supervillains Professor Zoom and Cobalt Blue as well as the half-brother of Owen Mercer, the second Captain Boomerang. In addition to these relatives, he had a supervillain clone known as Inertia.

For most of his superhero career, Bart was the teenage sidekick to the Wally West version of the Flash. After West’s apparent death in the Infinite Crisis crossover event in 2006, Allen grew up and became the Flash. His tenure as the Flash was brief and concluded with his death in issue 13 of The Flash: The Fastest Man Alive.

Allen was subsequently absent for nearly two years after his apparent death, but resurfaced—young again—as Kid Flash, in 2009’s Final Crisis: Legion of 3 Worlds. During DC’s The New 52 era, Bart Allen was reintroduced in Teen Titans as the alias of an amnesiac revolutionary from the future named Bar Torr; the character was later written out of comics, and his tenure erased from continuity by subsequent DC Rebirth initiative. The original Bart Allen was brought back as part of DC Rebirth’s Wonder Comics Young Justice series.

Outside of comics, Bart has been portrayed by Kyle Gallner in the live-action television series SmallvilleJason Marsden voiced the character in the animated series Young JusticeJordan Fisher portrayed a variation of the character as the future son of Barry Allen and Iris West-Allen in the seventh season of The CW Arrowverse television series The Flash.

Avatar (Ex): Bart can create energy duplicates of himself via the Speed Force energy. These constructs have all of Bart’s ability scores, and a Super speed level of 15. Bart has an empathic link with these constructs and can use their senses as his own. For every five duplicates Bart creates at a time, he receives one negative level. If a duplicate dies, Bart must make a Will save (DC 20) or be rendered unconscious for 1d6 weeks. After the first such occasion, Bart has not made use of this power again. It is unknown if he retains it or if it was lost.

Speed Tricks

Cyclone: By running in a tight circle as an intense action, Bart can create a tornado force vortex with a 50 foot radius. (Fortitude DC 41)

He can also use this method to create a windstorm (see below) to catch falling creatures. Creatures caught by his cyclone take no falling damage.

Gravel blast: By quickly slapping his hand against loose rock, gravel or sand, Bart can create a field of deadly projectiles, dealing 18d4 points of damage in a 180 foot cone. (Reflex DC 41 half) This is a full attack action.

Jackhammer Punch: As part of an attack action, Bart can choose to unleash a flurry of blows that harms him as it smashes through an enemy’s protection. His attacks deal half damage, but ignore damage reduction. He takes 1 point of vitality damage per 5 points of damage reduction ignored.

Run on Water: So long as Kid Flash moves at least 500 feet in a single direction every round, he may run directly on the surface of water. Rough water affects his movement rate in the same way that rough terrain affects normal movement rate. If Bart fails to move 500 feet in a single round, he falls through the water and begins to sink.

Run up Wall: So long as Bart moves at least 100 feet upwards every round, he may run directly up vertical surfaces such as building walls.

Vibration: Kid Flash may move through solid material at will as an extraordinary action. This is effectively a nonmagical ethrealness ability.

Whirlwind: By circling both of his arms at a rapid rate, Bart produces a hurricane force wind in a 100 foot cone. This is an intense action for him to use. The Fortitude save DC for the wind is 41. Those who fail their saves against the wind are flung to the edge of the cone, taking 1d6 points of damage per 10 feet flung.

Bart may use this to catch falling creatures. A creature so caught determines falling damage as if it had fallen 100 feet less, and receives damage reduction 90/- against the falling damage.

Bart may attempt this trick as a standard action with a single arm, but the range and DC are halved.

Photographic Memory: Bart spent a relative year and a half reading every book in the library system. He gains a +20 bonus on all Knowledge checks.

Superspeed Level 18 (Ex)

The following benefits are provided from Superspeed Level 18:

  • +18 speed bonus to AC, initiative, and Reflex saves
  • +18 speed bonus to attack and thrown damage rolls
  • +9 speed bonus to melee damage rolls.
  • Impulse may make 18 swift actions in a round.
  • Impulse reduces the amount of time to complete an action by 4 steps, allowing him to take full round actions as immediate actions.

Characters with less than Superspeed level 9 are considered flat-footed for the purposes of Impulse’s attacks. Characters with Uncanny Dodge have an effective Superspeed Level equal to their Dexterity modifier for this purpose.

When using the run action, Bart moves 80 times his movement rate (43,200 feet)

By using the Push, Bart may accelerate even beyond this speed. He raises his run multiplier by a power of 1 every round he spends this way. He suffers 1d6 points of Constitution damage per round while using the Push at second level (276,480,000 feet) and 2d6 points of Constitution damage per round while using it at maximum level. (22,118,400,000 feet)
