Shapechanger. Otr can use his action to polymorph into a Large or smaller beast or humanoid he has seen before, or back into his true form. His statistics, other than his size and speed, are unchanged. Any equipment he is wearing or carrying isn’t transformed. He reverts to his true form if he dies.

Keen Smell. Otr has advantage on Wisdom (Perception) checks that rely on smell.

Innate Spellcasting. Otr’s innate spellcasting ability is Intelligence (spell save DC 12, +4 to hit with spell attacks). He can cast the following spells at will, without using a spell slot:

  • detect magic
  • message
  • resistance

Actions

Multiattack. Otr makes two melee attacks.

  • Greataxe. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 10 (1d12 + 3) slashing damage.
  • Bite. Melee Weapon Attack: +7 to hit, reach 5 ft., one target. Hit: 8 (1d8 + 4) piercing damage. If the target is a humanoid, it must succeed on a DC 14 Constitution saving throw or be cursed with lycanthropy.
  • Shapechanger. Otr uses his action to polymorph into a Large or smaller beast or humanoid he has seen before, or back into his true form.

Legendary Actions

Otr can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Otr regains spent legendary actions at the start of his turn.

  • Bite. He makes one bite attack.
  • Roar (Costs 2 Actions). He lets out a terrifying roar. All creatures within 30 feet of Otr that can hear him must make a DC 14 Wisdom saving throw or be frightened for 1 minute. A frightened creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
  • Shapechanger (Costs 3 Actions). Otr uses his action to polymorph into a Large or smaller beast or humanoid he has seen before, or back into his true form.

Otr carries a greataxe and wears studded leather armor. He also has a pouch containing a small amount of gold and silver coins, as well as a small figurine of a bear.

Magic Items

Otr possesses a ring of animal influence, which allows him to communicate with and influence the behavior of animals within 60 feet of him.

Lair Actions

On initiative, Otr can use his lair actions to summon a pack of wolves or a swarm of rats to aid him in battle. The creatures appear in unoccupied spaces within 60 feet of Otr and obey his commands until they are killed or the battle ends. Otr can use this lair action once per round.

Otr is a dwarf in Norse mythology and the son of the dwarf king Hreidmar. He is described as being small in stature but incredibly swift and agile. One day, while he is swimming in a river in the form of an otter, the trickster god Loki kills him and takes his skin as a prize.

When Hreidmar discovers that Loki has killed his son, he demands compensation. Loki is forced to travel to the land of the giants to steal the golden fleece of the giant Andvari. However, the curse placed on the gold leads to a series of events that ultimately lead to the downfall of Hreidmar and his sons, including Otr.

He is a small and stout dwarf, standing only four feet tall, with a thick beard that reaches his waist and a bald head. He has deep brown eyes that twinkle with mischief and a small, crooked nose. He is muscular and has calloused hands from years of hard work.

Despite his brief appearance in the mythology, Otr’s death at the hands of Loki sets in motion a chain of events that has a significant impact on the fate of the gods and giants alike.
