Aboleth Ruler — Sovereign of the Drowned City

A colossal aboleth ruler with a swollen head, long tentacles and a crescent tail in a submerged city.

A colossal psychic sovereign whose telepathic authority binds an entire aboleth city into a single instrument of control.

An Aboleth Ruler is the sovereign at the centre of a drowned city. Greater aboleths maintain the slave system, noble aboleths research and build, and ordinary aboleths extend the city’s influence outward. The ruler receives all of that information. Its mind is linked to the city’s subjects, thralls and command structure, allowing it to govern through telepathy long before an intruder reaches its chamber.

Run It Tonight

The ruler should feel like the final room of a campaign arc, not a lone giant fish. Before initiative, it already knows which entrances are compromised, which thralls have failed and which character is most vulnerable to domination. The battlefield should answer to it: sluice gates open, enslaved defenders move on silent command and illusions make safe routes uncertain.

Overmind Pulse (Recharge 5–6). Each enemy of the ruler’s choice within 120 feet makes a DC 23 Intelligence saving throw. On a failure, it takes 45 (10d8) Psychic damage and is Stunned until the end of its next turn. On a success, it takes half damage only.

Command the City (1/Day). The ruler chooses up to five Charmed allies or aboleth subjects it can sense within 1 mile. Each can immediately use its Reaction to move up to its Speed and take one action.

The ruler can take four Legendary Actions, one at a time at the end of another creature’s turn.

Detect. The ruler makes a Wisdom (Perception) check.

Tail. The ruler makes one Tail attack.

Psychic Command. One Charmed creature within 120 feet can use its Reaction to move up to half its Speed.

Frightful Presence (Su). When the ruler attacks or charges, creatures within 60 feet must succeed on a DC 28 Will save or become shaken.

Knowledgeable (Ex). Treat the ruler as having at least 10 ranks in every Knowledge skill and give it a +10 racial bonus on Knowledge checks.

Mucus Cloud (Ex). Underwater, contact with the ruler’s mucus requires a DC 28 Fortitude save or removes the ability to breathe air for 3 hours.

Slime (Ex). A tentacle hit forces a DC 28 Fortitude save or begins a 1d4+1 minute transformation into a water-dependent membrane.

Telepathic Overmind (Su). The ruler’s telepathy extends to 5 miles when communicating with subject aboleths and enslaved creatures.

Spellcasting. The ruler casts arcane spells as a 20th-level sorcerer. Its preferred spells emphasise illusion, enchantment, water control and battlefield manipulation, including mirror image, dispel magic, black tentacles, feeblemind, control water, greater teleport, mind blank and time stop.

Enslave (Su)

At will, one living creature within 60 feet must succeed on a DC 33 Will save or be dominated as though by dominate person at caster level 20th. The victim gains a new save every 24 hours, and control breaks if the ruler dies or travels more than 5 miles from the slave.

Frightful Presence (Su)

When the ruler charges or attacks, creatures within 60 feet must succeed on a DC 28 Will save or become shaken while they remain in range.

Mucus Cloud and Slime (Ex)

Underwater mucus requires a DC 28 Fortitude save or removes the ability to breathe air for 3 hours. A tentacle hit can also trigger a DC 28 Fortitude save against the slower slime transformation; remove disease works before transformation completes, while heal or mass heal is required afterward.

Telepathic Overmind (Su)

The ruler’s telepathy extends to 5 miles when it communicates with enslaved creatures and subject aboleths.

Spells

The ruler casts spells as a 20th-level sorcerer. Preserve the legacy emphasis on illusion, enchantment, divination and control rather than treating it as a direct-damage caster.

Legacy Option: Oversized Maw

A sufficiently large aboleth with the appropriate bite-focused prerequisites can take the old Oversized Maw option to swallow smaller creatures whole. It remains an optional 3.5e feat rather than part of the default ruler stat block.

What an Aboleth Ruler Actually Does

A ruler does not personally administer every slave or inspect every experiment. Its power is coordination. Through subordinate castes and a telepathic network, it receives reports, resolves disputes, reallocates resources and directs the entire city toward long-term goals.

That makes the ruler’s chamber a command centre rather than a throne room. Pools connect to distant districts, messengers arrive already knowing what the ruler wants, and enthralled officials can act on instructions without ever speaking aloud.

Behaviour

An aboleth ruler has spent centuries or millennia being obeyed. It does not threaten when a command will do, and it does not rush when the city can absorb losses on its behalf. Its greatest fear is not death in battle but loss of control: a broken telepathic network, liberated slave population or rival caste acting independently.

When confronted directly, the ruler first tries to turn the strongest intruder into an asset. If domination fails repeatedly, it shifts from acquisition to annihilation and uses the city itself to separate the party.

Signs Before Initiative

  • Orders move across the city faster than any messenger could carry them.
  • Thralls in different districts repeat the same sentence at the same moment.
  • Subordinate aboleths abandon valuable positions without argument because a silent command has redirected them.
  • Maps of the city converge on one enormous central reservoir that ordinary servants never enter.
  • Captured enemies are questioned through intermediaries who already know every answer given elsewhere.
  • The closer travellers come to the centre, the fewer spoken commands they hear.

If Violence Starts

The ruler attacks the party’s cohesion before their hit points. It dominates, frightens and repositions enemies while subordinate creatures block approaches. A grappled character is valuable as a hostage or future thrall, so tentacles isolate rather than simply crush.

If the ruler is losing, the city should react. Flood gates close, escape channels open, experimental guardians are released and loyal subjects sacrifice themselves to buy time. A ruler that survives can rebuild a city; a city that survives can produce another ruler.

Counterplay

Break the network before entering the central chamber. Free key thralls, block telepathic relays, seize water controls and force subordinate castes to make decisions without immediate direction. Every layer removed from the overmind makes the final encounter smaller.

On the battlefield, dry ground reduces mobility and mucus pressure, but a ruler expects that tactic. Parties need a plan for dominated allies as well as the monster itself: protection from charm, ways to break control and restraint options that do not require killing a companion.

The Aboleth Hierarchy

A typical city places common Aboleths at its expanding edge, Greater Aboleths over slave populations, Noble Aboleths over research and specialised creation, and one Aboleth Ruler over the city as a whole.

Using an Aboleth Ruler in an Encounter

The silent coup. A noble aboleth has begun hiding discoveries from the ruler, and the first sign of civil war is a series of contradictory telepathic orders.

The liberated district. A whole slave quarter suddenly goes quiet in the ruler’s mind. The party must reach it before the city seals the breach.

The false surrender. The ruler offers safe passage in exchange for one prisoner. Every thrall in the city already knows what will happen if the offer is refused.

The empty throne-pool. The central chamber is abandoned, but the overmind commands continue. The ruler has transferred command to a hidden emergency reservoir.

Origins and Sources

The Aboleth Ruler caste originates in “The Ecology of the Aboleth,” Dragon #131 (1988). The older page preserved a later 3.5e fan conversion attributed to Shade on the EN World forums. This rebuild keeps the caste identity and legacy mechanics in paraphrase rather than reproducing the original article.

Rules Sources and Licensing

The D&D 3.5e block preserves the legacy conversion previously used on this page. The Pathfinder 1e, 5e/2014 and 5.5e/2024 versions are compatibility adaptations created for this entry and are not official Aboleth Ruler statistics.

The underlying caste concept is copyrighted legacy material from Dragon magazine, so the descriptive text here is newly written rather than copied from the source.
