Papsukkal or Ninshubur, divine vizier and messenger, presiding at a monumental Mesopotamian gate.

Papsukkal is the power behind the divine door: minister, messenger, gatekeeper and intercessor. His authority lies not in ruling the court but in controlling access to it—and every experienced petitioner knows that access can matter as much as judgement.

Keeper of Access: Papsukkal always knows when a creature within 120 feet crosses a doorway, portal, teleportation circle or warded threshold. Grand Vizier: allies within 60 feet have Advantage on Charisma checks made to request audience, negotiate passage or deliver official messages. True Message: a message spoken by Papsukkal and accepted by a willing recipient cannot be altered by illusion, memory magic or mundane forgery until delivered.

Actions: Staff of Office +18 to hit, 3d8+6 bludgeoning plus 4d10 force. Deny Entry: one creature within 120 feet makes DC 28 Charisma save; on failure it cannot move closer to a door, portal or creature Papsukkal designates until end of its next turn. Open the Way (Recharge 5–6): Papsukkal creates a doorway connecting two visible unoccupied spaces within 180 feet for 1 round; chosen creatures may pass through. Audience Granted (1/Day): Papsukkal casts plane shift or gate without components, but the destination must be a place where he can reasonably request an audience; arrival does not guarantee safety or favour.

Legendary Actions: Swift Step; Staff Strike; Deliver Message (1) — one ally may speak up to 25 words telepathically to a creature Papsukkal can perceive; Close Door (2) — suppress one portal within 120 feet until start of his next turn; Protocol (3) — one creature makes DC 28 Wisdom save or becomes unable to attack until it has moved at least 20 feet away from a protected doorway or official envoy.

What Is Papsukkal Doing Right Now?

Papsukkal is overwhelmed with messages. Old cults are waking, divine courts are re-establishing contacts and mortal rulers are rediscovering names they should not invoke casually. He has begun recruiting mortal heralds because there are simply too many doors for one divine minister to stand beside.

His greatest concern is counterfeit authority: forged seals, false divine visions and messengers claiming audiences they never received. He regards a fake message as more dangerous than an insult because it corrupts the relationship between courts.

Appearance & Manner

Papsukkal appears as a standing bearded divine minister in a horned cap, carrying a long staff. He is courteous, unsentimental and obsessed with correct sequence. He may sympathise with a petitioner while still refusing entry because the petitioner skipped the proper door.

Myths & Divine Relationships

Papsukkal is principally an attendant deity serving higher gods, usually Anu, as minister and gatekeeper. Human petitioners invoked attendant gods to intercede with greater deities. In the Old Babylonian period Papsukkal and Ninshubur are distinct; later they become syncretised. Traditions of Ninshubur as minister of Inanna should therefore be explained rather than erased by the later merged identity.

Worship & Priesthood

His priests serve as heralds, court ushers, diplomatic scribes and keepers of sealed messages. Their temples often stand near gates rather than central sanctuaries. A petitioner may leave an offering not to gain the answer they want but to ensure the question reaches the correct divine ear.

Omens, Favour & Displeasure

Favour appears as a sealed message arriving intact, a guarded door opening at the right moment, a lost envoy being recognised by strangers or a hostile court unexpectedly granting an audience. Papsukkal dislikes forged credentials, intercepted messages, murder of envoys and people who abuse hospitality rules to commit violence.

Encounters & Adventure Use

The False Vizier: someone is issuing divine commands under Papsukkal’s seal. The Door Before Heaven: the party reaches a divine realm but lacks the correct attendant to admit them. Ninshubur’s Memory: an ancient temple preserves a version of the messenger deity that resists later syncretism.

Divine Realm

The Hall Before the Hall is an endless sequence of vestibules, gatehouses and waiting chambers connected to many greater divine courts. Nothing is actually far away, but every journey requires the correct invitation. There are no secret doors—only doors the visitor has not yet earned the right to see.

Relics & Sacred Magic

The Staff of the Great Door can seal or open one mundane or magical doorway each day, subject to stronger divine ownership. The Unaltered Tablet carries a message that cannot be rewritten, copied falsely or read by anyone except the named recipient. Sandals of the Vizier always bring a willing messenger back to the door from which a mission began.

Papsukkal is an attendant deity and minister, usually serving Anu, whose functions include intercession and guarding access to higher gods. ORACC records his later syncretism with Ninshubur and notes standing male iconography with beard, horned cap and long staff. The campaign expands those themes into divine protocol, diplomacy and magical thresholds.
