Ningal is the queen of the moon god’s household and one of the great divine voices of Ur. She is not simply an appendage to Nanna/Sin. She is the goddess who remains close enough to hear petitions, remember a city’s grief and carry mortal sorrow into the ordered court of the moon.

Intercession of Ningal: when a creature within 120 feet would take damage from a spell or divine effect, Ningal may use her Reaction to reduce the damage by 35. Dream Listener: sleeping creatures within 1 mile may voluntarily direct a dream-message to Ningal; she knows the sender’s emotional state but not automatically whether every statement is true.

Actions: Crescent Sickle +19 to hit, 3d6+6 slashing plus 5d8 radiant. Moonlit Lament: chosen enemies in a 30-foot radius within 120 feet make DC 28 Wisdom saves, taking 36 psychic damage and becoming unable to take Reactions on failure; allies instead end frightened or charmed. Open the Night Road (Recharge 5–6): up to six willing creatures within 60 feet teleport to visible spaces within 120 feet that are in dim light or darkness. Great Lady’s Plea (1/Day): one creature reduced to 0 hp within 120 feet instead drops to 1 hp and gains 50 temporary hit points.

What Is Ningal Doing Right Now?

Ningal is listening for cities that think themselves abandoned. Ur is ancient, but the pattern repeats wherever a community survives conquest, plague, migration or the collapse of its ruling house. Her priests collect laments not as monuments to defeat but as proof that suffering was witnessed.

She is also strengthening the paths between her court and Nanna/Sin’s wider divine household. Travellers who cannot reach a moon temple may still find a small doorway shrine to Ningal, especially along routes used by families rather than armies.

Appearance & Manner

Ningal appears as a dignified horn-crowned woman in deep blue and silver-white robes, with the calm authority of someone accustomed to being heard without raising her voice. She listens to an entire petition before answering and dislikes those who interrupt grief with advice.

Myths & Divine Relationships

Ningal is the wife of Nanna/Sin. In major genealogical traditions their children include Utu/Shamash and Inanna/Ishtar. Her cult is closely tied to Ur and the moon god’s temple household. Later texts and traditions preserve the image of Ningal as a divine lady associated with the city’s sacred identity and lament.

Worship & Priesthood

Her clergy serve travellers, households, mourners and petitioners. They keep night lamps, preserve family records and teach ritual lament. A Ningal priest is often the person who accompanies someone to a more intimidating divine court because the petitioner is afraid to speak alone.

Omens, Favour & Displeasure

Favour appears as moonlight falling through a closed roof, a grieving person dreaming of the dead without fear, a lost traveller seeing a doorway where no building stands, or a household lamp burning through the night without oil. She disfavors mockery of grief, abandonment of travellers, the destruction of family records and rulers who forbid public mourning.

Encounters & Adventure Use

The Lament That Will Not End: singers in three distant cities begin performing the same unknown song. The Empty Moon House: a shrine door opens only for people who have lost a home. The Queen’s Petition: an appeal to Nanna can save a condemned community, but only if the party first recovers Ningal’s stolen seal.

Divine Realm

Ningal’s House occupies a broad district of Celestial Ur: courtyards open to the moon, guest rooms for travellers and long archive halls containing laments from mortal cities. No visitor is required to stop grieving before entering.

Relics & Sacred Magic

The Lamp of the Great Lady burns whenever someone nearby genuinely seeks shelter. The Seal of Intercession allows a bearer to request a hearing from a divine or royal court but cannot force a favourable judgement. Moon-cloth veils grant dreamless sleep to the traumatised and reveal hostile scrying as silver stains.

Historical & Mythological Context

Ningal is the consort of Nanna/Sin and an important goddess of Ur. ORACC’s Nanna/Sin overview identifies her as the moon god’s wife and names Utu and Inanna among their children in a major tradition. Because a dedicated modern overview of Ningal is less accessible than for some gods, the campaign deliberately keeps historical claims narrow and builds the fuller playable identity through clearly setting-specific development.
