Epona guards the horse before she blesses the rider. A carved mare at a roadside shrine, a foal sleeping against its mother, or an exhausted cavalry mount standing firm in battle all belong to her. The old reliefs show her enthroned between horses or riding beside them; her worship travels with breeders, hostlers, merchants and soldiers.
Her cult reaches from Gaul across Roman Britain and the cavalry roads of the old empire. On 18 December, her Roman worshippers honoured her with a feast; elsewhere she is remembered through worn inscriptions, stable shrines and offerings left where animals rest. Epona is not Rhiannon of the Welsh stories, though both are linked with horses. Rhiannon’s tale belongs to Pwyll, Dyfed and the Mabinogi; Epona’s cult is attested on Continental and Romano-British stone.
In the campaign she walks among ordinary horses as easily as divine steeds. A frightened mare may turn calm when Epona touches its muzzle. She turns against anyone who deliberately cripples a mount, but she will help a desperate rider who stops to tend a fallen animal even when that kindness costs the race.
Three Roads Under Epona’s Protection
Maryport’s Buried Altar. a mason raises an old cavalry altar from the foundations of a collapsed stable. Every horse led past the stone now shies away, and the owner has only three nights before a caravan must leave. The animals have scented a dying mare sealed in a drainage chamber beneath the floor; the characters can save her, confront the stable owner’s concealment or open the flooded masonry at the risk of bringing the building down.
The Relief of Alesia. a painted relief of Epona disappears from an ancient wayside shrine just as the local breeding herd begins to founder. Riders blame a travelling soldier, but the relief has been hidden by a widow trying to save it from stone-breakers. The party must find the animals’ actual sickness, protect the widow’s refuge and choose where the goddess’s image can be honoured without losing the old road.
The Riderless Horse. a riderless black horse arrives wearing a saddle soaked with rain but no blood. It leads travellers towards a courier pinned beneath a fallen oak, while armed men search the road for his sealed warning of an impending raid. The characters must choose whether to rescue him immediately, draw away the pursuers or carry the warning on themselves.
Historical sources: The Roman horse-cult is recorded through reliefs, inscriptions and a feast on 18 December. See Epona and the Roman horse tradition. The relationship between Rhiannon and Epona remains a scholarly comparison, not a surviving account that they were one goddess.

DIVINE SPELL-LIKE ABILITIES
Epona may use the spells of any domain she grants at will as spell-like abilities (CL 18; save DC 30 + spell level, derived from 10 + Cha 12 + rank 8). For her separate personal powers, use CL 30 and DC 22 + spell level: at will speak with animals (1st), freedom of movement (4th), teleport (5th); 3/day heal (6th); 1/day animal shapes (8th), foresight (9th). Domain spells use their normal spell-like ability action rules.
SALIENT DIVINE ABILITIES (10)
Rank 8 and lesser-deity status grant ten salient divine abilities, defined for this campaign as follows.
Ride the Unbroken Road (Su). Once per round as a swift action Epona teleports herself and one willing mount 60 ft. to a visible empty destination.
Roads Without Fear (Su). Allies within her divine aura gain a +4 sacred bonus on saves against fear and may take 10 on Ride checks even while threatened.
Protect the Mount (Su). As an immediate action 3/day she reduces an attack’s damage against a mount she sees within 120 ft. by 40.
Summon the Stable Court (Su). Once per day as a standard action she summons three celestial heavy warhorses for 10 minutes; use celestial heavy warhorse statistics.
Hoof-Storm (Su). As a standard action every 1d4 rounds, a 60-ft. cone deals 20d6 force damage and knocks enemies prone (Reflex DC 45 halves damage and negates prone; 10 + 15 half HD + 12 Cha + 8 rank).
Heal the Herd (Su). Three times daily, as a standard action, all willing mounts within 60 ft. recover 50 hp each.
Road of the Lost (Su). Once daily as a standard action Epona locates a missing mount or rider she personally knows within 20 miles; the ability identifies direction, not exact route.
Safe Ford (Su). At will as a standard action, Epona makes a ford up to 60 ft. wide and 120 ft. long passable for one hour without magical currents harming travellers.
The Last Companion (Su). Once daily as a standard action she can return an equine companion slain in the past hour to life with 1 HP, provided its soul is willing; this does not negate effects that prevent resurrection.
Oath of the Stable (Su). Once daily as a standard action Epona removes one active magical compulsion on each willing rider or mount within 60 ft. as greater dispel magic (CL 30); each effect requires its normal dispel check.
Divine Aura (Su). Within 800 feet creatures of lesser divine rank may be calmed or awed by Epona (Will DC 30; Charisma-based); standard immunity and higher-rank rules apply.
CLERIC DOMAINS AND SPELLS
Followers choose two from Animal, Travel, Protection and Good (Epona can use their domain spells at will as above). A mortal cleric uses the class’s own domain and spell slots, never ten salient powers.

What Epona Is Doing in 1454
Along the old cavalry roads of Gaul and Britain, Epona’s shrines have become discreet meeting places for grooms, merchants and soldiers who care more about their horses than their masters’ quarrels. A carved mare still guards one stable at Maryport; another small relief is hidden beside a road near Alesia. The goddess asks whether a traveller has watered a tired horse, not what colours the rider wears.
At a winter market in Gaul, horse-dealer Alix de Beaune has acquired six exceptionally fine mounts. The animals will not cross a bridge after dark, although they stand calmly during storms and at the noise of battle. Alix blames a rival breeder; Epona knows the bridge stones conceal an abandoned foal and the remains of a stolen roadside offering. The characters must find what has been buried, protect the horses and decide who deserves the profits of the sale.
Farther north, cavalry veteran Osbert of the Border is buying worn military horses for meat because his fields have failed. The local stable-keeper offers to shelter them for a fortnight, but must first recover winter hay seized by a garrison. Epona may open a safe route for the characters if they bring the fodder home; taking food from another starving household will not satisfy her.
The Horse-Lady in the Sources
Inscriptions and reliefs establish Epona’s worship across the western Roman provinces and among mounted auxiliaries. A calendar from Guidizzolo records her feast on 18 December, which should not be imposed as a universal observance across every community. The old horse-reliefs are ancient evidence; the named merchants, winter disputes and Otherworld court above belong to the present campaign. See Gregori, De Megille and Melmeluzzi, Il lungo viaggio di Epona (2021).
