Paimon stands nearly eight feet tall with an androgynous grace: a flawless, symmetrical visage framed by a crown of blackened steel inlaid with glowing garnets. His vestments are woven from onyx silk that seems to swallow light, and a drifting mantle of whispering parchment eddies around him. He bestrides a horned fiendish camel—a demonic dromedary whose brimstone-veined hide smolders with infernal flame, each hooffall leaving a scorch mark on reality itself.


Behaviour

Paimon exudes scholarly poise and patronizing calm. He greets summons with measured riddles and paradox-laden verses, evaluating the summoner’s intellect before deigning clearer speech. Though rarely overtly cruel, his gentle guidance masks manipulative intent: he rewards cleverness while mocking ignorance, binding respect to obligation with pointed questions and subtle commands.


Habitat

Within Dis’s Second Layer, Paimon presides over the Obsidian Archive, a floating vault of jet-black halls lined with living tomes and flickering glyph-lit braziers. Silent imp-scribes roam its corridors, transcribing mortal secrets into infernal contracts. On the Material Plane, he haunts ruined libraries, cursed crossroads, and the sanctums of secret societies—especially where forbidden texts are studied or hoarded.


Modus Operandi

Paimon operates through subtle influence rather than outright force:

  • Whispered Guidance: He infiltrates dreams and visions, planting fragments of forbidden lore that haunt scholars and occultists until they summon him.
  • Contractual Dialogue: Each answer he grants conceals an infernal clause, gradually ensnaring the petitioner’s will in layers of unbreakable obligation.
  • Shadow Patronage: He places favors—arcane insights, political leverage, arcane rituals—in the hands of select mortals, steering academies, courts, and cults to serve his vast repository.
  • Vassal Enforcement: His lieutenants Bebal and Abalam monitor promises, converting broken oaths into binding infernal writs and dispatching imps to extract tribute.

Motivation

Driven by an unquenchable thirst for knowledge and infernal order, Paimon seeks to compile every secret of the cosmos within his Archive. He subverts celestial authority by proving the supremacy of diabolic wisdom, weaving mortal ambition into contracts that expand Hell’s dominion. Every bargain struck and soul indebted further extends his reach across both planes, binding reality to his concordant design.

Traits

Legendary Resistance (5/Day). If Paimon fails a saving throw, he can choose to succeed instead.
Aura of Domination. Creatures of Paimon’s choice within 30 ft. at the start of their turn must succeed on a DC 28 Wisdom save or be charmed for 1 minute.
Master of Secrets. Paimon knows all divination and enchantment spells of 9th level or lower and can cast them at will without components.
Innate Spellcasting. Charisma is his spellcasting ability (spell save DC 28). He can cast the following spells, requiring no material components:

  • At will: detect thoughts, suggestion, counterspell, plane shift (self only), true seeing
  • 3/day each: dominate person, modify memory, feeblemind, mass suggestion, scrying
  • 1/day each: dominate monster, foresight, wish, miracle, time stop

Actions

Multiattack. Paimon makes three attacks: two with his Infernal Scepter and one with his Infernal Voice.
Infernal Scepter. Melee Weapon Attack: +15 to hit, reach 10 ft., one target. Hit: 30 (4d10+7) bludgeoning + 18 (4d8) fire damage.
Infernal Voice (Recharge 5–6). Paimon emits a thunderous roar. Each creature within 60 ft. that can hear him must succeed on a DC 28 Con save or take 45 (10d8) thunder damage and be stunned until the end of its next turn.
Grant Forbidden Knowledge. Paimon targets one creature he can see within 60 ft. The target must succeed on a DC 28 Int save or gain proficiency in three skills or tools of Paimon’s choice for 24 hours. On a failed save by 5 or more, the target also takes 36 (8d8) psychic damage and is cursed: they cannot willingly end concentration on spells during that duration.


Legendary Actions

Paimon can take 5 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Paimon regains spent legendary actions at the start of his turn.

  • Scribe: Paimon causes a binding rune to swirl on a surface within 30 ft. Any creature within the rune’s 10-ft. radius must make a DC 28 Dex save or be restrained by ethereal chains until the end of its next turn.
  • Dominate Thought (Costs 2 Actions): Paimon targets one charmed creature. It must immediately use its reaction to move up to its speed and attack a target of Paimon’s choice.
  • Arcane Echo (Costs 3 Actions): Paimon replicates and casts a spell just used in the current round by a creature within 120 ft. (spell save DC 28).
  • Unmake Will (Costs 5 Actions): One creature Paimon can see within 60 ft. must succeed on a DC 28 Wis save or fall unconscious, their mind fractured by infernal knowledge.

Lair Actions

When fighting within the boundaries of the Obsidian Archive, Paimon can invoke 3 lair actions. On initiative count 20 (losing initiative ties), he takes one lair action:

  • Rune of Silence: Paimon inscribes a planar rune. Until initiative count 20 on the next round, no sound originates from within a 30-ft. sphere, and creatures in the sphere are deafened.
  • Mind Shackles: Ethereal chains lash out from the walls. One target Paimon chooses must succeed on a DC 28 Con save or have its speed halved and vulnerability to psychic damage until the next round.
  • Archive’s Whisper: All creatures in a 60-ft. corridor hear the Archive murmur. Each must make a DC 28 Wis save or drop held objects and be frightened for 1 minute.

Regional Effects

The region containing the Obsidian Archive is warped by Paimon’s presence. The following effects apply within 6 miles of the Archive:

  • Whispers on the Wind: Scholars and spellcasters have disadvantage on concentration checks as fleeting secrets distract them.
  • Infernal Ink: Written text within the area shifts meaning; any attempt to read or copy written languages requires a DC 20 Int (Investigation) check or produces a garbled result.
  • Dream Intrusions: Once per night, any creature within 6 miles sleeping must succeed on a DC 20 Wis save or have their dreams invaded by Paimon’s visions, gaining one level of exhaustion upon waking.
