At a Glance

A Population Surge settlement has an unusually large proportion of children and young families. Streets, markets and public spaces are busy, noisy and energetic, and the community’s institutions are under pressure to provide food, housing, apprenticeships and protection for a rapidly growing population.

Legacy Settlement Rules

Under the legacy Pathfinder settlement rules, Population Surge increases Crime by 1 and Society by 2.

Using It in Play

A young population changes the rhythm of a settlement. Schools, workshops, household labour and apprenticeships matter more, while shortages of housing or food can quickly become political issues.

Adventure Use

Missing children, overcrowded districts, contested inheritances, apprenticeship disputes and pressure on local resources can all create immediate hooks. A rapidly growing population can also make a settlement feel optimistic even when its authorities are struggling to keep up.

Increase Crime +1, Society +2.
