Plutocracy Settlement
Settlements, Plutocracy
At a Glance
A Plutocracy is a settlement where the richest merchants, landholders or financiers dominate government. Wealth is treated as evidence of fitness to rule, while poorer residents have little influence over law, taxation or civic priorities.
Legacy Settlement Rules
Under the legacy Pathfinder settlement rules, Plutocracy increases Corruption by 2, Crime by 2 and Economy by 3, while decreasing Society by 2.
Using It in Play
Money opens doors here. Contracts, debts, guild charters and control of warehouses can matter more than noble blood. Officials may be technically public servants while remaining dependent on the families or merchant houses that finance them.
Adventure Use
Adventurers can become useful outsiders in disputes between rival magnates, exploited workers, indebted families and officials trying to preserve order. A wealthy patron may solve problems quickly—but usually expects something valuable in return.
Increase Corruption +2, Crime +2, Economy +3. Decrease Society -2.
