Legacy Rules
Anyone who views the swirling colours must make a Will save (DC 11) or come under the effects of Vertigo as cast by a 5th-level sorcerer.
Using the Talisman
The effect depends on creatures actually seeing the display, so visibility, darkness and obstruction matter. The exact consequences of failure come from the linked Vertigo spell rather than a separate effect invented for the item.
