Effect

Creatures in the 90-foot cone take 66d6 cold damage and 18 points of Dexterity damage and are transformed into statues of ice and frost under the spell’s transformation component.

A successful Fortitude save halves the cold and Dexterity damage. The transformation element should be resolved according to the spell’s listed save interaction and the campaign’s epic transform rules.
