The walls protect Bamberg, but its courts cannot agree whose jurisdiction begins beyond a temple gate. Traders cross the river, clerks carry sealed warrants and magistrates debate the privileges of houses whose tenants have long escaped certain civic taxes. This is a city that knows how to bargain with a ruler; it also remembers what happens when bargaining fails.

Prince-Bishop Anton von Rotenhan governs a territory whose finances remain difficult. The citizens of Bamberg have struggled for the right to control walls, courts and taxation, while the temple chapter asserts ancient rights of immunity. The settlement reached after the fighting of the 1430s has not erased the competing claims.

The Price of Sanctuary

Several temple precincts retain privileges that remove their property and dependants from ordinary civic dues. Guild officers claim that such exemptions undermine the city’s defence budget. The chapter argues that sacred grants cannot be undone by a merchants’ assembly.

A City Still Recovering

The civic and temple dispute became violent in the previous generation, damaging trust between the council and the sacred estates. A new agreement can fail if the wrong patrol arrests a person under sanctuary, or if a tax collector enters a supposedly exempt workshop.

The Prince’s Debts

Anton must balance the cost of administration, fortifications and military obligations. Rich patrons offer loans secured on tolls or land. The city’s merchants ask who will eventually pay.

The Great Temple and Chapter Precinct

The sacred court houses ritual archives, judges of temple property and sanctuaries to more than one god. It is not a church of a single creed. The chapter guards immunities whose boundaries are remembered in documents and stones, sometimes differently by rival scribes.

The River Markets

The Regnitz brings boats, timber, food and travellers through Bamberg. Harbour and gate officials may issue conflicting licences for the same cargo, especially when an estate owns a riverside warehouse.

Michelsberg and the Hills

High sanctuaries, walled estates and woodland tracks command views of the city. Temples keep ancestral offerings and ancient charters; petitioners arrive to seek healing or legal witnesses.

Altenburg Castle

The hill fortress overlooks the region and forms part of the prince-bishop’s defensive and symbolic power. Its medieval works belong to this era; later alterations and present-day views should not be mistaken for an exact campaign reconstruction.

Factions

Anton von Rotenhan. The prince-bishop wants order and functioning finances, but every concession to one faction can anger another.

The temple chapter. Senior sacred officers defend exemptions, archives and independent judicial rights, not always agreeing with the prince-bishop himself.

The town council and guilds. Citizens press for consistent taxation, shared defence and legal equality within the city walls.

Nobles and estate patrons. Families outside Bamberg may enforce private claims and offer soldiers or credit in return for privileges.

Magic, Dangers and Folklore

Temples offer healing, divination, rites of oath and other services through the gods of the region; local cult keepers and wandering practitioners also have their own traditions. A contract sworn at one shrine may not satisfy an officer who follows a different sacred jurisdiction.

Beyond the lit roads, tales of the Wild Hunt and Wodan’s spectral riders are taken seriously by villagers. Such sightings may herald dangerous weather, lost spirits or a true supernatural pursuit. They are not proof of a prince-bishop’s guilt.

Adventure Hooks

• The Sanctuary Warrant. A craftsman is accused of fraud but sheltered inside a temple precinct. Neither the guild nor the chapter accepts the other’s witnesses.
• The Missing Tax Roll. Documents used in the old immunity dispute vanish before a review of the city’s dues.
• The Altenburg Signal. A beacon appears above the castle at midnight though no alarm has been ordered.
• Hounds Across the Regnitz. A band of shadowy riders follows a boat downstream while the temples argue which god can protect its cargo.

Travel and Law

Ask which authority controls the next road, market, shrine or toll post. Sacred estates and civic quarters can use separate courts even within one city. Travellers with important cargoes should seek written warrants and named witnesses rather than trusting a single lord’s colours.

History and Sources

Anton von Rotenhan’s government began in 1431/32; his election followed an earlier struggle over civic liberties and temple immunities. The dispute of 1430–1446 is examined in the Historical Lexicon of Bavaria; Germania Sacra establishes Anton’s office and term. The historical castle inventory records Altenburg’s fifteenth-century history. Later figures and printing developments are not placed prematurely in this era. The temples and magical events are campaign adaptations.
