The elixir allows the drinker to speak and understand the Dark Speech as though possessing the feat of the same name. Using the elixir deals 1 point of Strength damage, and the speech effect lasts for 10 minutes.
Using the Elixir
The item grants access to the language and feat-based capability described by Dark Speech; it does not replace the need to read the linked feat when resolving what can actually be done with it. The Strength damage is part of the legacy cost of using the item.
