The floor beneath the front seat is cut away, and there are two sets of rotating pedals beneath it, allowing the cart to be propelled in much the same manner as a potters wheel. It requires two people with Strength ability scores of 12 or better to operate the pedal cart in this manner. The pedal cart is steered by the use of two levers that rotate the front wheels to the right or left. The base speed of a pedal cart being operated in this manner is 20. Two people can operate the cart at this speed so long as the cargo in the cart bed does not exceed the combined light load of the two operators. If the cargo does not exceed the combined medium load of the two operators, the cart can move with a speed of 10. If the cargo is heavier, the cart cannot be moved with its pedals.
