Gwyddno Garanhir emanates an aura of melancholy and memory within 30 feet. Enemies within this range must make a DC 18 Wisdom saving throw or become frightened for 1 minute. A frightened creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success. If a creature succeeds on its saving throw, it becomes immune to this aura for 24 hours.
Tidal Mastery.
Gwyddno Garanhir can use his knowledge of the sea and tides to control water and influence weather. He can cast the following spells at will (spellcasting ability: Wisdom, save DC 18):

Hit: 10 (1d10 + 5) bludgeoning damage plus 10 (3d6) cold damage.
Special: On a critical hit, the target must succeed on a DC 18 Constitution saving throw or be paralyzed until the end of its next turn as the chill of the drowned kingdom seizes them.
Call the Waves (Recharge 5-6).
Gwyddno Garanhir summons a wave of seawater in a 30-foot cone. Each creature in that area must make a DC 18 Strength saving throw or take 28 (8d6) bludgeoning damage and be pushed 20 feet back. On a successful save, the creature takes half damage and is not pushed.
Summon Tidespirit (1/Day).
Gwyddno Garanhir calls forth a spirit of the sea, appearing as a water elemental under his control. The elemental appears in an unoccupied space within 30 feet of him and follows his commands. It remains for 1 hour or until dismissed.
Reactions
King’s Command.
When an enemy attacks Gwyddno Garanhir, he can use his reaction to impose disadvantage on the attack roll by summoning a blast of seawater or gusting wind to divert the blow.
Legendary Actions
Gwyddno Garanhir can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time, and it can only be used at the end of another creature’s turn. Gwyddno regains spent legendary actions at the start of his turn.
- Tidal Shift. Gwyddno moves up to his speed without provoking opportunity attacks.
- Waters of Memory. Gwyddno summons a rush of water around a target within 60 feet. The target must succeed on a DC 18 Wisdom saving throw or be stunned for 1 round, overwhelmed by sorrowful memories of the sunken kingdom.
- Command the Seas (Costs 2 Actions). Gwyddno casts Control Water or Call Lightning (if available) without expending a spell slot.
Lair Actions (Cantre’r Gwaelod)
If Gwyddno Garanhir is encountered in a coastal or sunken location tied to Cantre’r Gwaelod, he can take lair actions on initiative count 20 (losing initiative ties). He can choose one of the following lair actions:
- Water Surge. A surge of seawater floods the battlefield. Each creature of Gwyddno’s choice within 60 feet must succeed on a DC 18 Strength saving throw or be knocked prone by the force of the water.
- Echoes of the Kingdom. Gwyddno summons spectral figures of his former subjects. Each enemy within 30 feet must make a DC 18 Wisdom saving throw or be frightened by the spectral apparitions for 1 minute. An affected creature can repeat the saving throw at the end of each of its turns, ending the effect on itself on a success.
- Rising Tides. Gwyddno causes the water level in the area to rise by 5 feet for 1 minute. Creatures that cannot swim take 10 (3d6) bludgeoning damage as they are tossed by the sudden current.
