Ceto’s skin is covered in shimmering scales that reflect the colors of the ocean. Its scales are incredibly strong and provide ample protection from predators that dare to challenge it. As a sea creature, Ceto possesses a number of powerful abilities that allow it to dominate its environment. It can manipulate the water around it, creating powerful currents that can sweep away anything in its path. Its roar can be heard for miles and can strike fear into the hearts of even the bravest sailors. Despite its fearsome appearance, its not known to be aggressive towards humans, preferring to keep to itself in the depths of the ocean.

Ceto is a creature that commands respect and admiration from those who encounter it. Its powerful presence and formidable abilities make it a truly awe-inspiring sight to behold. Aquatic Nature. It can breathe underwater, and it can communicate with any water-dwelling creature within 120 feet of it.

Legendary Resistance (3/day). If Ceto fails a saving throw, it can choose to succeed instead.

Ceto has three actions that it can take during its turn:

  • Savage Bite. Melee Weapon Attack: +17 to hit, reach 15 ft., one target. Hit: 30 (4d10 + 10) piercing damage.
  • Tail Slam. Melee Weapon Attack: +17 to hit, reach 20 ft., one target. Hit: 25 (3d10 + 10) bludgeoning damage.
  • Tsunami. It creates a massive wave in a 100-foot radius centered on a point it can see within 500 feet of it. Each creature in that area must make a DC 23 Strength saving throw, taking 55 (10d10) bludgeoning damage on a failed save, or half as much damage on a successful one. On a failed save, a creature is also pushed 60 feet away from the center of the wave.

Wake. Ceto’s movement creates a wake in the water behind it. This wake extends 50 feet behind it and is difficult terrain for any creature other than Ceto.


Challenge 24 (62,000 XP)

Lair Actions. On initiative count 20 (losing initiative ties), Ceto takes a lair action to cause one of the following effects:

  • A powerful current sweeps through the area, creating a vortex that pulls creatures toward Ceto. Each creature within 60 feet of Ceto must make a DC 23 Strength saving throw or be pulled 30 feet toward Ceto and take 22 (4d10) bludgeoning damage.
  • It causes a massive bubble to form around itself. The bubble extends to a radius of 100 feet and lasts for 1 minute. Any creature that starts its turn within the bubble must make a DC 23 Strength saving throw or be restrained until the end of its turn.
  • Ceto summons 1d4 giant octopuses to its aid. These octopuses arrive in 1d4 rounds and fight alongside Ceto until they or Ceto are defeated.

Legendary Actions. Ceto can take 3 legendary actions, choosing from the options below. Only one legendary action option can be used at a time and only at the end of another creature’s turn. Ceto regains spent legendary actions at the start of its turn.

  • Move. It moves up to its speed without provoking opportunity attacks.
  • Savage Bite. It makes a bite attack.
  • Tail Slam. It makes a tail slam attack.

Ceto is a massive sea creature, resembling a cross between a dragon and a sea serpent. Its body is covered in shimmering blue-green scales that reflect then light in the water, and it has four large fins that allow it to swim effortlessly through the water. Its head is elongated and reptilian, with sharp teeth and glowing yellow eyes that seem to peer into the very souls of those who look into them. Its tail is long and powerful, and it uses it to create massive waves that can capsize ships.

Despite its ferocious appearance, its is not inherently evil or malicious. It is simply a creature of the sea, and it acts according to its instincts and desires. It may attack ships and sailors if they encroach on its territory or if it feels threatened, but it will also ignore them if they pose no threat.

Encountering Ceto is a rare and awe-inspiring event, as few creatures can match its size and power. Those who do encounter it often tell tales of its magnificent and terrifying presence, and many sailors and fishermen offer prayers and sacrifices to appease it and avoid its wrath.
