Mad Hatter

A research scientist named Jervis Tetch who is completely smitten with the works of Lewis Carroll. He specializes in neuroscience and developed hardware that can control the brain and induce hypnotic states.

Mind Control The Mad Hatter has perfected mental control via circuitry. His devices typically have a Will save (DC 22) to resist initial control, which increases by 1 every round. They usually fall under one of the following categories.
Control These devices render the victim dominated by the Hatter. A victim so controlled gains a +6 enhancement to Strength and damage reduction 5/lethal. Unlike magical means of domination, the victim is utterly under Hatter’s power. The victim feels no remorse or empathy for its actions while following Hatter’s orders.
Hallucination The victim is trapped in an imaginary world of their own making. The process for leaving is complicated, but requires Investigation and Research checks, in addition to a Will save.
Suggestion The victims of these devices are not obviously controlled by the Hatter, but treat his words as a suggestion which they cannot resist. Hatter uses these devices to place long term pawns into high positions.
Possessions The Hatter usually has several various mind control devices on him, including cards, hats and other items. He often carries a gun, but prefers to let his mind controlled cronies do his dirty work.
